Neighbor spoke to Jaycee Lee Dugard through fence

She told him her name was Jaycee.

Patrick McQuaid, 27, was a child when he saw a blonde girl through the chicken wire fence that used to separate his Bown Lane backyard from the Garridos' yard. He said he believes it was around the summer of 1991, not long after Jaycee Lee Dugard was kidnapped from a South Lake Tahoe bus stop.

"I thought she was pretty," McQuaid said.

After he learned Jaycee's name, McQuaid, who had never seen any children through the fence before, asked whether she lived there or was just visiting. He said she told him she was living there, but before he could ask more questions Phillip Garrido came out and took her into the house.

"I didn't think anything of it. I was young," McQuaid said.

Phillip met his wife, Nancy, in prison, and Ron describes her as &#8220;a robot&#8221; willing to do whatever his brother told her. &#8220;I told my wife, &#8216;It&#8217;s no different from Manson and those girls.&#8217; She was under his control.&#8221; Phillip and Nancy then moved in with his mother. &#8220;My brother could do no wrong in my mother&#8217;s eyes,&#8221; says Ron. &#8220;I&#8217;m sure he told her some story and she bought the whole thing.&#8221; The mother, who suffers from dementia, was still living in the house when Jaycee Lee Dugard was discovered Wednesday.

Experts said kidnap victims may even develop &#8220;misplaced love&#8221; that could be reciprocated by the abductor. Extended periods of captivity might also lead to &#8220;learned helplessness&#8221; in which individuals come to believe that no matter what they do to improve their circumstances, nothing is effective.

Jaycee Lee Dugard, the woman found alive almost two decades after being kidnapped, feels guilty about forming an emotional bond with her captor Phillip Garrido, according to her stepfather Carl Probyn.

Speaking to ABC's Good Morning America, Mr Probyn said that despite his stepdaughter's ordeal she had mixed feelings about her experiences.

"Jaycee feels really guilty for bonding with this man," he said. "There's really a guilt trip here."

He added: "My wife says that Jaycee looks good. She looks almost like when she was kidnapped. She looks very young. She doesn't look 29 at all."

However, he cautioned that "it's going to be a long road to change things around."

Mr Probyn met Miss Dugard's mother after her previous marriage collapse under the strain of the media glare following the 1991 abduction of Miss Dugard. He said he had spoken to his wife soon after her emotional reunion with her daughter.

Contra Costa Authorities Admit Slipping Up In 1991 Kidnapping Case

Contra Costa authorities are admitting they missed an opportunity to crack the 1991 kidnapping case of Jaycee Lee Dugard in 2006 after receiving a tip from a witness that kidnap suspect and convicted sex offender Phillip Garrido had a backyard compound made from sheds and could possibly be having other people living with him.

"The caller said Garrido was psychotic and had a sexual addiction," Sheriff Warren Rupf told reporters Friday afternoon. "I'm first in line to offer organizational criticism and to offer my apologies to the victims and accept responsibility for having missed an earlier opportunity."

Sheriff Rupf said an officer with their department did investigate the claim made by the caller, but did not realize Garrido was a sex offender and did not investigate a claim of a living space in Garrido's backyard.

"No one should have failed to recognize a sexual registrant, including law enforcement," Rupf admitted. "We have a responsibility to report people living in a backyard."

The Contra Costa County Sheriff admitted, "On November 30, 2006 we missed an opportunity to bring an earlier closure to this situation."

Sheriff Warren E. Rupf said in a news conference Friday that a call was made to 911 from an anonymous source that young children were living in tents in a backyard of Phillip Garrido's home in Antioch.

Kollar said the parole officer had never seen "Allissa" or the two girls during any home visits to Garrido's Antioch home. That suspicion prompted a call to the Concord Police Department. From there, detectives unraveled Garrido's house of cards -- and it wasn't long before the young woman admitted to investigators that she was Jaycee Dugard.

Authorities also confirmed that Garrido was the father of Jaycee's two children ages 11 and 15.

Officers in Antioch who searched the Garridos' home Thursday found a secluded, blocked-off backyard area, a number of tents and sheds in a secret area hidden behind a 6-foot fence under a tarp.

Kollar said it was in the soundproofed shed and two outdoor tents that Jaycee and the girls lived for 18 years.

The Antioch couple accused of kidnapping a South Lake Tahoe girl 18 years ago and keeping her in captivity until they were discovered Wednesday will face at least 20 counts each in the crimes, prosecutors said.

Phillip Craig Garrido, 58, and his wife Nancy will be charged with multiple counts of kidnapping and kidnapping for purposes of rape or sexual assault, the El Dorado County District Attorney's Office said. Nancy Garrido also faces charges of aiding and abetting the crimes.

Phillip Garrido faces additional charges because of his criminal past, which includes convictions for rape and kidnapping, including a federal conviction that placed him on lifetime parole. Both suspects are scheduled to be arraigned today at 1 p.m.

Kollar said that Jaycee had been held captive at a house in Antioch, Calif., since the day she was abducted and none of their neighbors ever knew.

He described the location as a "hidden back yard" within a larger yard that was arranged in such a way "to isolate the victims from outside contact."

Entrance to the secret yard was guarded by a 6-foot-tall fence, tall trees and a tarp, he said.

Kollar said Jaycee and the two children lived a series of sheds, including one that was soundproofed and that could only be opened from the outside. In addition, there were two tents in the yard.

As a forensic psychiatrist, I am interested in how this can happen and what each of them must have been thinking over all those years. Although I have examined none of these individuals, the information in the public domain provides a fascinating glimpse into an extraordinary life.

Let&#8217;s start with Phillip Garrido. Paroled as a convicted rapist in 1988. He allegedly abducted 11-year-old Jaycee Lee Dugard with the assistance of his wife, Nancy, in 1991. He then used Jaycee as his sex slave and impregnated her for the first time when she was 14 years old.

Typically, in order to rape and kidnap, someone has to think about the victim as an object and not as a human being. This makes it easier. The perpetrator thinks only about his or her own feelings, wishes, and needs. They cannot think about what the victim may be thinking or feeling. They either have no capacity to empathize (e.g., a psychopath) or force themselves not to in order to commit the crimes.

A November 2006 911 call could have ended the horrors for an abducted woman held captive in a hidden backyard compound, but a sheriff&#8217;s deputy did not properly investigate the matter, authorities said Friday.

Contra Costa County Sheriff Warren Rupf apologized for the handling of the November 30, 2006 call that sent a deputy to the Antioch home of Phillip Garrido.

Hidden in Garrido&#8217;s backyard was a tarp-covered compound where Jaycee Dupard and her two children were being held captive in horrendous conditions.

The November 2006 call came to light as details of the case began to unfold. A female neighbor made the call.

&#8220;A caller to our 911 dispatch offered that there were tents in their neighbor&#8217;s backyard, that people were living in them and that there were young children,&#8221; Rupf told reporters. &#8220;The caller also said that Garrido was psychotic and had a sexual addiction.&#8221;

A deputy was dispatched to the house and talked with Garrido in the front yard. He never searched the home or the backyard.

PLACERVILLE, CA - The El Dorado County District Attorney's Office says suspects Phillip Garrido and his wife Nancy Garrido are facing at least 20 charges in the abduction and captivity of Jaycee Dugard.
McGregor Scott, a former U.S. attorney assisting the district attorney's office in the case, said the two principal chages will likely be kidnapping with the purpose of rape, and rape.
A major difficulty, said Scott, is what other charges the Garridos may face because of the statute of limitations. He said the law has changed multiple times in the 18 years since Jaycee Dugard disappeared. In addition, Scott said the potential sentences have also changed.

The Contra Costa County Sheriff acknowleged Friday that a neighbor reported a backyard encampment at the Antioch home of a man suspected of holding a kidnapped girl captive, but the investigating officer dismissed it as a routine code violation.

Sheriff Warren E. Rupf told reporters that the deputy who inspected Phillip Garrido's yard in November 2006 did not know he was a registered sex offender even though the sheriff's department had the information.

"We missed an opportunity to bring earlier closure to this situation. A caller to our 911 dispatch offered that there were tents in the neighbor's backyard, that there were people living in them and that there were children," said Sheriff Rupf.

Rupf said more suspicion and curiosity on the deputy's part could have uncovered the secret encampment where Jaycee Lee Dugard allegedly was held.

He said there were "absolutely no excuses... we should have had a better result."

A Las Vegas woman raped by kidnap sicko Phillip Garrido said Friday she was relieved the "monster" is behind bars again.

"I am overwhelmingly relieved," Katherine Callaway told The Daily News. "He's a monster."

Callaway said she was "shocked" when she learned that the man arrested for kidnapping and raping Jaycee Lee Dugard was the same man who attacked her in the 1970s.

Callaway, who lives in Las Vegas, said she intends to speak more about her ordeal in the coming days.

Garrido served 17 years in Leavenworth Prison in Kansas for attacking Callaway. He was released in 1988.
