What about reviewing the MDC employees during the time of the murders?

The detention center opened about the time the women started disappearing.

The location of the MDC with respect to the burial site is intriguing - with dirt roads connecting the detention center to the burial site according to satellite maps.

The killer wouldn't have to hunt for victims - they would be brought to him.

I started wondering about this when I read that one of the victims, Cinnamon, was last heard from after being taken to the detention center.

Maybe this idea has been explored before? The timeline and location just seem too perfect for it not to be considered.
