Ashley Monroe, 35, had a blood-alcohol content level of 0.183, which is more than twice the legal limit, and had a mostly empty bottle of Crown Royal in her purse, prosecutors said.

Two of the victims — 30-year-old Johnathan Esch and 42-year-old Daniel Harris — died on scene. Paramedics rushed the 14 other victims, ranging in age from 2 to 61, to the hospital. A 38-year-old woman is in critical condition while the others suffered non-life-threatening injuries, deputies said.

Monroe’s attorney Ronald Zawacki said his client is a mother of four children, ages 13, 11, 7 and 1, with another on the way. She has worked at the Michigan Secretary of State’s office for about a year-and-a-half, he said.
