ND ND - Reachelle Smith, 3, Minot, 16 May 2006

Does anyone know how Leigh's behavior was before his suicide? I have found nothing to describe his behavior after this little girl went missing.

Leigh wasn't acting any different, from everything I've gathered. He was a father figure to Reachelle.

It seems like there is a lot more to this than what has been published. The whole situation is just weird. I always had a hunch that drugs were involved, and those close to Reachelle may know more than what they're saying.

And the death of Leigh seems odd too. It's a very odd way to commit suicide...

Just came across this case for the first time today and read through all of the previous pages. I just wanted to add my insight...

It has been mentioned that Stephanie (bio mom) is married to a service member, and that Leigh's mother was living on base & then relocated due to being in the service or possibly the spouse of a service member? & I know there has been some speculation about Stephanie or Leigh's mom possibly knowing Reachelle's whereabouts.

Just as food for thought... it would be very difficult for anyone who is Active Duty military-- paid by the military, moved to a new base by the military, or living in military housing to suddenly "gain" a child without reporting it. We are constantly reporting on our number of dependents, and children are entered into DEERS from birth. Many bases also have the daycare/schools for the children on base. Also, if Leigh's mom was living on Minot AFB (and if indeed she ever did have Reachelle) someone would have needed a military ID to get on base to access her home. Maybe this is why the aunt didn't feel as though she could just go get Reachelle back?

I think that if either Stephanie or Leigh's mom do know where Reachelle is, they themselves do not have her. IMO, it would be really hard to conceal within the military lifestyle.

This little girl has been on my mind often over the years. For the longest time I believed she was alive and would be found, but now it's been so long.

I just hate to see how little information there is about little Reachelle. She would be so grown up now.

Details of Disappearance
Reachelle was last seen by her aunt and legal guardian, Stephanie Smith, at 10:30 p.m. on May 16, 2006. Reachelle was asleep on the couch at the time. When Stephanie woke up the next morning, the child was gone. Her roommate, Leigh Cowen, stated his mother had picked up Reachelle and would be keeping her for a few days.

A photograph of Cowen is posted with this case summary. He was very close to Reachelle and claimed to be her father, although he wasn't related to her. Stephanie believed his story, but she became concerned as days passed with no word from either Reachelle or Cowen's mother.

On May 22, Cowen apparently stole Stephanie's teal 1995 Ford van with North Dakota license plates numbered HAY 548 and disappeared. Stephanie called his mother at this time and discovered that Cowen's mother did not have Reachelle and had no idea where the child was. Stephanie reported her niece as a missing child at this time, and Cowen became the prime suspect in her disappearance.

It was thought that he may have taken Reachelle to Kansas where his family lives, but this theory was disproved when the stolen van was located in the Upper Souris National Wildlife Refuge on May 23. Cowen's body was inside; he had died by suicide, by poisoning himself with carbon monoxide. An extensive search of the area turned up no sign of Reachelle, but police did find a red cooler with some of the child's blood inside.

In 2021, fifteen years after Reachelle's disappearance, authorities stated there was "compelling" and "overwhelming" evidence that Cowen had murdered her, and that "there is no other explanation" for her disappearance that's plausible. Her body has never been recovered, however, and her case remains unsolved.
