I found her birth record. She was born Phyllis Brewer in Youngstown, Mahoning County, Ohio on 28 Aug 1961. Important to note that her name is a common one and there is at least one other Phyllis Brewer born in 1961 who lived in Ohio but born a different day/month.

I wish there were more details in this case. I found this UID from 1988, found by the I95 in GA Unidentified Person Case

I only came across her by chance when doing a google image search for something else and I just think she looks a lot like Phyllis. What do you all think? Heights match and weight is close enough but not much else to connect the two.

I post this so we know a little bit more about the circumstances/family background of Phyllis, because her family is gone and there is so little to know about her.

This is the obituary of her younger sister Teresa, who died in 2014. Rest in Peace Teresa.

Phyllis was born in August 28, 1961.

Teresa was born April 21, 1969, in Youngstown (ad. Ohio), a daughter of the late Robert A. and Phyllis E. (Ross) Brewer Sr.

Besides her parents, Teresa was preceded in death by two brothers, Billy Brewer and Robert A. Brewer Jr., and one sister, Phyllis “Sparky” Brewer.

Teresa was a 1987 graduate of Woodrow Wilson High School. Maybe Phyllis went there too and we can find additional pictures of her.

I don't want to bring Teresa's picture over but I think there is some resembling facial family traits IMO

Phyllis 'Sparky' is described to have red hair. In both pictures it does seem more blond to me. Strawberry blond would be more appropriate IMO.

Details of Disappearance
Brewer was last seen in Lowellville, Ohio on June 13, 1981. She left her home in the 400 block of north Hubbard Road, apparently to go for a walk, and never returned.

It's unclear whether Brewer was ever reported missing; the police only began investigating her case after her sister died in 2014 and the coroner's office realized one of her siblings was unaccounted for. Her parents and siblings are all deceased, but investigators were able to get a DNA sample from her niece. Few details are available in her case.

Have you ever called the Mahoning County Sheriff to report this situation? It worth a shot because it looks like Ms Brewer and also age group and hair color are matched too.
