Two possible matches:
Debra Jean Vaughn (#MP12811) - missing from Herber Springs, AK. She is 5'7", white, and was 36 years old at the time of her disappearance. She was reported missing in January of 1994 but actually went missing in July of 1993. She had short, dark brown hair that seems like it could match the description of Dora's Doe's crew cut.
Her husband had a history of domestic violence, and he was the last person to see her alive. They were in the process of separating when she went missing, and the last time she was seen by her family she was planning of going back to the trailer she shared with her husband to get her items. I am unsure of what her husband looked like or what car her drove, but it's possible that the man with Arkansas plates that was scene dumping the body was him. It's about a 3 hour drive from Greer's Ferry (Herber Springs) to the place the UP was found, which isn't out of the realm of possibility. The major highways leading from Greer's Ferry are highway 92 before taking highway 40 to the Oklahoma border.
I also wanted to mention that she drove a blue 1980'd Chevy Monte Carlo. The person dumping the body was also seen driving a 1990's blue Chevrolet Blazer. While this might just be a coincidence, I know a lot of families who buy similar car's/have a "trusted brand" that they always buy. Again could point to Debra's husband being the one to dump the body.
I think she is the most likely match, considering the circumstances and her overall look. The discrepancies are of course the height, as Doe is listed as 5'3" vs Debra standing at 5'7". Other estimates put the doe as tall as 5'6", which would match Debra.
Hazel Rose Hess (#MP1130) - missing from Moberly, Missouri on June 30, 1994. She was 5'3", white, and 56 years old at her disappearance. Hair is described as Gray and her eyes are described as Blue.
It is about a ~6:30 hour drive from Moberly to where the UP was found.
Foul play is suspected in her disappearance, blood was found at the scene and her bedsheet and comforter were missing. There is some suspicion her upstairs neighbor had something to do with her disappearance.
