Chief of Police Chuck Jordan said police are completely committed to catching the man responsible for the attacks.

He announced that the formation of a mobile command post that will be established Tuesday at the Fairgrounds.

Jordan said the man is entering through the rear of a house through a window or door. He is not breaking glass or kicking in doors - not making noise, he said.

Jordan did state they believe this offender has only been in Tulsa possibly 18 months (?) and they are looking for prior offenses in different areas. He said they are working with the US Marshall's Service. He said a person doesn't start out at "40 years old" doing this type of crime. Chief Jordan said they are not sure of the age with the varying descriptions, but even so...LE believes the man has a history. LE also thinks he could have been incarcerated prior to this spree.

Is is standard to get DNA samples when someone is arrested? I wonder if this means that he didn't leave behind DNA or fingerprints, since there should be prints available if he was arrested in the past... Hoping he left something behind to help identify and prosecute him!

In 2006, a law took effect that expanded collection to incarcerated and newly convicted felons.

Since 2009, collection has been expanded to include those convicted of various misdemeanors, including domestic abuse, resisting arrest, lower-level drug possession and DUIs that result in personal injury.

I don't know about DNA/prints being left at the scene or on the victims. LE has not mentioned it. The one victim did say he was wearing brown work gloves during her attack. He has actually only raped one woman and they have kept the details under wraps. I hope there they did find DNA, but it takes time to process.

I was at Walgreen's earlier and they ask everyone to verify their address when picking up prescriptions. (I guess this is their SOP to ID they use across the country.) If someone wanted to stalk middle aged women...a good place to scope them out would be that pharmacy near their own neighborhood. If they are picking up their own meds and things then could be they are living alone. With their full address in earshot, a bad guy could go check out the residence easily. They do believe this guy is casing his victims.

I politely asked them to read my address from my DL instead of me saying it out loud. Just a precaution I will continue to take from now on as there is no need to broadcast where I live to everyone standing around.

Safarik found that rapists who target and murder elderly women varied greatly by age and race, but were homogenous in many other characteristics and methods of operation.

The study found that these individuals are typically undereducated, unemployed and substance abusers--usually alcohol. They are socially incompetent, do not fit into their peer group, and sexually inadequate with only 48% of the offenders leaving semen at the crime scene.

The vast majority (92%) have some sort of criminal history, but mostly misdemeanor incidents. “In approximately 80% of the cases, you will not find them in your sex offender database,” said Safarik.

They are not criminally sophisticated criminals, and frequently leave evidence at the crime scene. Another commonality is their proximity to the victim. 56% of the assailants live within six blocks of their victim, and 30% of those on the very same street. “Focus the initial investigation on the neighborhood,” Safarik suggests.

“Contrary to what some might think, their primary goal is the sexual assault,” says Safarik. Although they will usually make off with cash or jewelry afterwards, burglary is not the primary motivation—it is an afterthought.

Tulsa Police Use Knowledge From Previous Cases In Hunt For Sexual Assaulter

TULSA, Oklahoma -

~Snip~

It's not the first time a serial rapist has had Tulsans living in fear, but Tulsa police have a good track record when it comes to catching the predators.

Gary Graham had the city on edge for four years before he was caught. He sexually assaulted eight people between August of 2001 and February of 2006; before him, there was the Brookside rapist, the Southside rapist, the shower stall rapist, the trash man rapist and the rainy day-flashlight rapist.

TULSA, Oklahoma -

The recent sexual attacks have women all over Tulsa living in fear inside their own homes.

Detectives think the attacker is closely watching his victims, maybe even following them, to make sure they live alone.

Police have set up a citywide task force to help capture the attacker.

Since police believe he is closely watching his victims, and the second article mentions that the perpetrator is typically under-educated and lives in the neighborhood, could he work for a landscaping company that tends to the yards in the area? I was studying the map and it looks like a broad area. What is the mile radius for the crimes?

These are two different areas and then one pretty far south. The ones by the river would be more of the downtown type area and the others 7,5,8 are in what is called Mid town area. Too far to walk to these places but there are buses that go there. Maybe the perp lives in one of the areas and works in the other...for some reason he seems to be familiar with these two areas for what ever reason.

It is a very broad area encompassing about 15 miles between assaults 2 and 7. Mid-town (where he hit twice in the same complex) is quite an active area known as Brookside (Peoria) with trendy shops, restaurants, and bars. The crime scene areas have little in common.

Landscaping seems like a reasonable idea with the mention of brown leather boots and the brown work gloves from different assaults. Crews begin early in the morning due to the afternoon summer heat. Tree trimmers, roofers, and other outdoor workers tend to keep the same early schedule.

There was light rain on many of the days, but not during the time of the attacks. The moon was full during the attack on the 12th of June with clear skies.

At Midtown hardware, the composite sketch has been posted near the front door.

"Somebody out there knows this guy," said Bob Savage.

The rack for their window alarms is sold out. And their bug spray?

"We have sold a couple cases since Saturday," he said.
It's long distance reach putting it in high demand as protection from people, not pests.

From your link:

Jordan says the man likely has a history of sexual crimes. "This is somebody who's done this before," he said.

I was researching similar offenses in different areas and found the following:

Police search for rape suspect targeting victims between 60-80 years old
Posted: Mar 04, 2014 1:35 PM CST
The suspect is described as a black male between the ages of 20-35 years old who stands between 5'8"-5'9" tall. He has a slender build, light complexion, and is clean-shaven with a low haircut. He is well-spoken and possibly wears business casual clothes.

Similar cases have occurred in Phenix City, Russell County, and Lee County.

The current reports state he had a bad odor and stubble but maybe he is deteriorating mentally and physically.

Excellent tips!! Did you call those in? It may even be better to call in to the tip line for the previous rapes in GA and Alabama and have them get in touch with TPD.
