A panel of experts will soon be delving into the case, which is a state requirement under “Act 33” in Pennsylvania, for children who pass away or nearly pass away. Act 33 is utilized when there is suspected child abuse or neglect, according to the Pennsylvania General Assembly.

Berks County District Attorney John T. Adams said that although the panel is a “tool in our toolbox,” there is still a lot of evidence to go through.

Mom blames bullying after hanged children die, but police still want their dog: Latest on tragic Pa. case
Sept. 23: A 4-year-old girl and an 8-year-old boy were found unconscious in an Albany Township, Berks County, home around 4:30 p.m., according to state police. The children were flown to Lehigh Valley Hospital. They lived in the home with their mother and an older sibling, 17.

Sept. 26: The children, Conner Snyder, 8, and Brinley Snyder, 4, died. Days later, autopsy results were called inconclusive, and the Lehigh County coroner’s office said more forensic testing is needed to determine the cause and manner of their deaths.

Oct. 5: The children’s family had received services from Children and Youth Services, according to a child advocate. The Department of Human Services did not explain what services exactly were provided. Their deaths will be studied by panels charged with reviewing cases of child deaths or near deaths, the Reading Eagle reported.

Oct. 7: State police release more information about the children’s deaths. Their mother reported finding her children Sept. 23 in the basement of their Berks County home, hanging from rafters by a cord sometimes reported to be a dog leash near overturned chairs.

Oct. 8: Investigators are looking for clues in a video game console and other electronics, and they are hoping to find a dog that used to belong to the children’s mother, the (Allentown) Morning Call reports. The dog, they say, was given away. “Determining the dog’s actual weight and size utilizing a scale will assist in the criminal investigation,” a warrant states.

Oct. 10: Police have served five warrants on the home, according to the Morning Call, during which they recovered the mother’s three cell phones. The dog still has not been found.

Oct. 12: Loved ones recognized Conner Snyder’s 9th birthday with a gathering and balloon release, the Morning Call reported. The children were organ donors, the paper said.

Oct. 16: The boy’s school is mourning his loss, the Reading Eagle reports. Kutztown School District Superintendent Christian Temchatin told the paper that “Conner was a beloved member of the Greenwich Elementary School family who enjoyed his peers and teachers. He is dearly missed and is fondly remembered for the smile he brought to all who knew him.”

Oct. 16: Details from the mother’s 911 call are released. Lisa Snyder told a dispatcher that her 8-year-old son was bullied and had “made threats of doing this, but didn’t want to go alone.” The mother of the children said this week, “At this point, I am not ready to make any public comments.” After her children died on Sept. 26, she changed her Facebook profile with a photo and the saying, “Words scar, rumors destroy, bullies kill.”

The documents are applications for four separate search warrants and their respective affidavits of probable cause related to the deaths of 8-year-old Conner Snyder and his 4-year-old sister, Brinley, both of whom were found unresponsive inside their home in the 2400 block of Route 143 in Albany Township on the afternoon of September 23.

The court documents reveal that Lisa R. Snyder reported finding her children in the basement, hanging approximately three feet apart from each end of a plastic-coated wire that had been wrapped around the basement's main support beam. Alongside the children, police said they found two wooden dining room chairs that had been knocked over.

In their application for one of the search warrants, police said they were seeking a husky pit bull mix, weighing approximately 50 pounds, that the mother told them used to be tied outside the home with a plastic-coated wire.

"By determining the dogs (sic) actual weight and sized (sic) utilizing a scale will assist in the criminal investigation," Pennsylvania State Police Trooper Ian Keck said in the warrant application. "All of this is important to the criminal investigation and reconstruction of the events surrounding this incident."

The other warrants sought trace evidence, including fingerprints and DNA; and electronic communication devices, including computers, tablets, and cell phones.

"This will assist the investigation by potentially establishing a link between the perpetrator and VICTIMS and the crime scene, and reconstructing the events surrounding this incident," Keck said in one of the warrant applications.

Authorities learned about the cellphones after an interview with Snyder’s oldest son, 17-year-old Owen Snyder, according to The Morning Call.

“Normally, people only have one cellphone and now we have three,” Berks County District Attorney John Adams said.

“By determining the dogs (sic) actual weight and sized (sic) utilizing a scale will assist in the criminal investigation,” Pennsylvania State Police Trooper Ian Keck wrote in the warrant, according to 69 News.

“Assessment and ongoing case management services were provided to Connor and Brinley Snyder through Berks County Children and Youth Services,” according to a spokesperson from the state’s Department of Human Services.

The children were found hanging from opposite ends of a plastic coated dog lead that had been wrapped around the main support beam of the basement ceiling, according to an affidavit in support of a search warrant. Each end of the wire lead was wrapped around the victims' necks, the affidavit says.


Two chairs that had been taken from the house's dining room were tipped over on the floor on either side of the bodies, court papers say.


The children were hanging about 3 feet apart from each other when their mother found them.

Our sources tell Project PA the family was not receiving CYS services at the time the children were found.

However, our sources indicate certain individuals were known to Berks County Children and Youth at some point in time.

It’s unclear when or what services they received.

“Whenever we look at a child fatality, it’s real easy for us to come to conclusions and assume that there’s somebody who did something wrong. And I think we have to take a really careful look at child fatalities and what are those underlying reasons,” Rachael Miller, Pennsylvania Partnerships for Children, said.

Authorities consider rare ‘psychological autopsy’ in case of Berks County children found hanged in basement

It’s been two months since 8-year-old Conner and 4-year-old Brinley were found hanged in the basement of Snyder’s Berks County home. Authorities have said little about the children’s unusual deaths, but say the “criminal investigation” remains open.

In an effort to move the death investigation forward, authorities are considering performing a “psychological autopsy,” a rare procedure in which a psychologist and criminal profiler take an in-depth look at not only the physical causes that led to a person’s death, but interview family members and look at school, medical and criminal records for additional clues.

"Snyder said the day her children died, Conner came home from school and asked her if he could go “downstairs to build a fort.” She said Conner asked if he could use a dog lead on the table that she had just bought that day and she said yes. Snyder said as Conner went up and down the stairs, taking dining room chairs with him, she was putting laundry away and went outside for a cigarette.

Snyder told police after about 10 minutes outside, she went back to ask the children what they wanted for dinner and that’s when she found them hanging. Snyder said she tried to lift her daughter, who weighs about 40 pounds, but she told police when her “anxiety spikes,” she starts to sweat profusely and was unable to remove the dog lead. Snyder also told police she tried to lift her son, who weighs about 150 pounds, but was unable to."
