The problem I see is that we probably can't expect the Colorado City PD (with only 7 officers) or the Mitchell County Sheriffs Office to have the available manpower or expertise needed for this case, no matter how well intentioned they are. I'd like to know if they are still getting assistance from the Rangers or whatever state LE.

How big is Mitchell Co.? I haven't been in that area in years, but most SD's have more manpower than a small local PD, because they cover the entire county. But maybe they don't have that many real detectives/investigators. I am pretty sure the PD in Colorado City don't do much investigating on this (or any other) case. JMO, but they can claim it's still an active investigation, while not really doing anything beyond looking at the file maybe once a day or a meeting of the task force once a week to discuss whether there is any new evidence. It's a cold case, there's no doubt about that.
Personally I'd like to see that freshly painted living room and thrown out couch tested for a start.

They did execute a search warrant on the vehicle, and didn't find anything.
But that is not really surprising since we know that HD was well enough to send a text message in CC while SA (and presumably the vehicle) was in Big Spring. And the open time window after he got back to CC was too small to realistically have done anything. So, they were not going to find anything anyway. This is what I mean about them looking in the wrong places. At the time LE must have known all this, but they still looked at the car anyway even though it was probably one of the least likely places to find anything.
And in the "open time window" BD was at work, DD was with his friend, HD's little friend was who knows where, the GM was taking the GF shopping, and CD was home alone. Are there any other principal characters who we know were in the general area?

The other thing is Tugela said we know that Hailey was welll en ough to send that text message at 2 pm well the fact is..we dont know that it was her who sent that at all. We dont know who was in the house that day whilst Billie was at work.
One thing I think is great that Billie has finally worked out precisely what he is like
One of the eye witness accounts had her using the phone in the back yard around mid day IIRC.
If it wasn't her, who else could it have been? It would have to have been someone who had access, was in town and knew her well enough to know who her friend was. That is a pretty short list IMO, the obvious person would be HD herself.
Well, he said he saw her using the phone at around that time, and the phone was used. So those things go together, in spite of what others say about his credibility. You might say he knew it was used because he used it, but if that was the case then what explanation would there be for SA seeing her when he got home? You would have to invoke a conspiracy then, and there is no evidence of that.
