This R Smith is an interesting connection, and apparently the house he lived in was a LOT closer to that intersection at S. Telegraph and E. Dunbar Rds. than the Google maps are showing just by typing in the addresses. He would have been within walking distance of the Hi-Lite Super Market where that Busch beer was purchased.
Plausable theory (Food for thought): Since Kennedy traded his car [Ford Thunderbird] for Smith's nephew's van [1993 GMC Van], that could mean that Smith had access to Kennedy's car. Nevaeh knew Smith enough through her mother not to feel he was a stranger and if he went to the Charlotte Arms apartments in Kennedy's (who Nevaeh trusted) traded Thunderbird car, Nevaeh would not have felt threatened because she not only knew Smith but knew Kennedy's car.
All Smith would have had to do was tell Nevaeh that George wanted him to pick her and her mother up and to get into the car and that her mother was meeting them on the other side of the building. In my opinion, Nevaeh would have got in the car in a heartbeat.
The other possibility on who would have Kennedy's Thunderbird would be Smith's nephew and although we don't have his name but there is a RSO who was living in room #6 at Motel 7 by the name of Rhandie (also spelled Randy) with same last name as Roy) but don't know if they are related. Seems Rhandie is back in the slammer.
