Sometimes NamUs can be slow to update after someone is found/identified, but based on the timing, Relman Goolsby is probably not Live Oak Doe. Relman was listed as "no longer missing" on Doe Network by December 2020 according to @Moonwalker9 in this thread: CA - Relman M. Goolsby 23 missing from Oakland, CA Dec 1982

And going by the match numbers in the DDP spreadsheet, Live Oak Doe was able to be identified thanks to the new GEDMatch terms of service that took effect January 11, 2021. That suggests that the identification was made after Relman's Doe Network page went down.
