A teenage suspect in the Parsons Green bombing was reported to the counter terrorism strategy Prevent months before the attack, it was claimed last night.

The 18-year-old Iraqi refugee, who was fostered by a couple in Sunbury-on-Thames, Surrey, was said to have been in frequent trouble with the police and authorities.

His desperate foster parents were alleged to have been struggling to cope.

Sources yesterday said that his behaviour had become so bad that he had been referred to Prevent, the Government's de-radicalisation programme, which aims to turn potential extremists away from terror.

The referral was apparently made several months ago through Surrey County Council, which was responsible for placing the orphan with Penny and Ronald Jones, who have fostered hundreds of children.


It is unclear what – if anything – was done before Friday morning
when the 18-year-old is suspected of planting a bomb on a Tube train at London's Parsons Green station. Thirty passengers were injured when the crude device partially exploded.

The revelation will raise new questions about what the police and security services knew about the suspect. Donald Trump sparked a row on the day of the attack by suggesting that police had had him 'in their sights'.

Launched in a blaze of publicity by the last Labour Government, the taxpayer-funded £40-million-a-year Prevent counter-terrorism strategy was designed to fight radicalism's root causes within communities.

Risk factors – the expression of anti-Western sentiments, for example – are supposed to be spotted and assessed before action is taken by, say, the police or social services.

But after it emerged the 18-year-old Iraqi refugee accused of Friday's tube bombing had been referred to the initiative, further questions are likely to be asked of its effectiveness.

There is a widely held view that Prevent has simply become a 'cash cow', to quote one critic, for any enterprising Muslim group.

A damning report by Lord Carlile QC, then Britain's independent reviewer of terrorism laws, said that huge sums had been wasted on questionable 'sports and recreation activities' in the name of anti-radicalisation.

Shockingly, he found that under Labour, scrutiny of spending was so poor that hundreds of thousands of pounds had also been funnelled to extremist groups.

But has the 'swamp' really been drained? A recent survey of 3,000 Muslims by the Policy Exchange think-tank contained some worrying findings. The study acknowledged that 93 per cent of British Muslims have a strong attachment to Britain.

But when asked what they'd do if someone close to them was 'getting involved with people who support terrorism in Syria', only 52 per cent said they would report them to police.

Speaking exclusively to MailOnline from Egypt, the 21-year-old Syrian refugee's brother Hamed said: 'Yahya is innocent. He is a good guy. He works in a restaurant to make a living. He would not hurt anyone.’

His sister Safa'a said her brother 'wouldn't hurt a fly' and claims news of his arrest led to their mother Aziza being taken to hospital in Cairo with a suspected heart attack.


Faroukh's only family in Britain is his cousin Abo Zaid Fa, who lives in Greenock east of Glasgow, claims he has been living a Westernised life since arriving in 2013 aged 17.

Hamed added: 'My father, God bless his soul, brought us up to live decently and with high morals. Yahya has never mingled with bad guys or militants or Daesh people.’

Meanwhile Farouk's sister Safa'a, one of six siblings, told of her shock at his arrest over the alleged terror plot where a 'Mother of Satan' bomb hidden in a Lidl carrier bag failed to go off.

'We are so shocked and distressed to hear the news of Yahya's arrest in London, she said. 'It was even more distressing to hear all the newspapers and TVs talk about him in the Middle East and the world.

'Yahya is innocent, we know he is. He could never hurt a fly.
Why would hurt the family that adopted him or the country that welcomed him. The news have been so distressing, my mother, Aziza, has been taken to hospital with a heart attack. My brother Ala'a is with her now. We do not know what to do but we are thinking of going to the British Embassy in Cairo tomorrow.

I don't believe the family didn't know anything and are shocked now. It all sounds so rehearsed.

If it turns out I was wrong I will apologize but for now I don't buy it.

I have been sitting on the fence regarding refugees in Europe but I notice I lean more and more to not taking in any more refugees.

These people are not refugees. This is what another sister says:

'We are seven children, our father died a few months ago, we are now devastated with Yahya news of arrest. We have left Syria as family five years ago. We have since been living in Cairo. Yahya wanted to start a new life in Europe.'

The family left Syria. They are allright in Egypt, but some of them made other lifestyle choices. Yahya did not flee Syria, he came from Egypt where he was with his family and safe. Yet the UK classified him as an unaccompanied minor and he was given all the perks that go with that status, even a naive couple as foster parents who believed that he had been through a lot. A lot of tosh that is.

The brother who came to Holland left Egypt too, but somehow Egypt was good enough to leave his eldery parents behind. They travelled through various countries that are safe by any standard, and the Dutch government has even given them a house to live in - they are no longer in an asylum center.

No one in this family has any right to a refugee status, they deceive each and everyone. And now we are to believe what they tell about their little brother?

The 25-year-old was held in a counter-terrorism raid in Newport, south Wales, shortly after 7pm on Tuesday.

"We now have three men in custody and searches are continuing at four addresses. Detectives are carrying out extensive inquiries to determine the full facts behind the attack.

Shortly after arriving at the scene, they will have collected witness statements, CCTV footage, photos and videos from people’s mobile phones, and analysed mobile phone calls in the area. They would also have paid close attention to financial transactions, as well as the weapon and any other items that suspects might have left at the scene. It’s a major challenge for the police to quickly identify the perpetrators of attacks, trace their escape routes, track them down and make an arrest. It is, however, a job that police forces are getting better at

Security agencies use surveillance techniques of the kind seen on reality shows like The Hunted to zone in on targets like Smith. These include going through the email and social media history of suspects, scrutinising their bank statements and scouring CCTV footage from places of interest both before and after the attack.

Police have arrested three new suspects in the Parsons Green bombing probe - taking the total number now in custody to five.

A 25-year-old man was detained in Newport, south Wales, in connection with the terror attack last night.

Then, in the early hours of this morning, anti-terror police detained two more men, aged 48 and 30, in the same city.


Syrian refugee Yahya Faroukh, 21, and an 18-year-old believed to be from Iraq, remain in police custody.

The area around Jeffrey Street in Newport has been cordoned off, as police sweep the house for evidence. Another address in West Street in the city is being searched this morning.

Commander Dean Haydon, head of the Met Counter Terrorism Command, said: "This continues to be a fast-moving investigation.

'We are asking the public to look out for anything that seems out of place, unusual or just doesn't seem to fit in with day-to-day life.

'It may be nothing, but if you see or hear anything that could be terrorist-related trust your instincts, then act, and call us.'

Police have arrested three more men in connection with the Parsons Green tube bombing after raiding a building said to be a 'halfway house' for asylum seekers.

A 25-year-old man, said to be an Iraqi Kurd, was detained in Newport in connection with the terror attack last night. Witnesses said he was smiling as he was taken away.

Anti-terror police then carried out an early-morning raid on another house in the city and detained two more men, aged 48 and 30.

Locals say the second of two properties raided is run by the Home Office as a 'halfway house' for asylum seekers. The Home Office declined to comment.

Six people are now in custody as detectives attempt to find out who planted the homemade bomb which injured 30 when it failed to properly detonate on the district line train last Friday.

The latest arrest came when officers detained a 17-year-old boy was made in Thornton Heath, south London, last night.

Forensics experts are scouring a three-storey house in the suburb this morning, which neighbours say houses asylum seekers being dealt with by the Home Office.

A terror suspect arrested on Saturday night outside a takeaway in connection with the Parsons Green tube bomb has been released without charge.

Syrian student Yahyah Farroukh, 21, was arrested at the Aladdin's Fried Chicken in Hounslow, west London where he worked.


Anti-terror detectives are still questioning five men and searching four properties.

An 18-year-old man is appearing in court this afternoon, Friday, 22 September, charged in connection with the Parsons Green tube terrorist attack.

Ahmed Hassan, 18, of Sunbury, Surrey, has been charged as follows:

On 15 September 2017 within the jurisdiction of the Central Criminal Court attempted to murder persons travelling on a District Line Train from Wimbledon, contrary to section 1(1) Criminal Attempts Act 1981

On 15 September 2017 within the jurisdiction of the Central Criminal Court maliciously caused by triacetone triperoxide (TATP) or other explosive substance and explosion of a nature likely to endanger life or to cause serious injury to property, contrary to section 2 Explosive Substances Act 1883.



Hassan will appear at Westminter Magistrates Court at 14:00hrs on Friday, 22 September.

He was arrested in Dover, Kent, at approximately 07:50hrs on Saturday, 16 September.

Three other males, aged 25 [C], 30 [E] and 17 [F], remain in custody under section 41 of the Terrorism Act in connection with the investigation, which is being carried out by officers from the Met’s Counter Terrorism Command.

Two – aged 48 [D] and 21 – were released from police custody on Thursday, 21 September, with no further action.

Searches are ongoing at one address in Surrey and two in Newport, Wales. The other searches have been completed.

The teenage Parsons Green prime suspect made a bucket bomb packed with shrapnel, screws and knives and built it with ingredients bought on Amazon, a court heard today.

Iraqi asylum seeker Ahmed Hassan, 18, was motivated to unleash murder on the Tube because of his 'warped political views', it is alleged.

He entered the country illegally in 2015 and was put in foster care but before the terror attack he had 'expressed hatred for the UK government and society', the prosecution said.

Hassan is accused of attempting to murder people travelling on a District Line train last Friday after leaving a homemade bucket bomb by the doors and appeared at Westminster Magistrates' Court today.

He allegedly bought ingredients online including from Amazon to make the explosive TATP, known as 'Mother of Satan'.

The device, stored in a white tub inside a Lidl bag, contained knives, screws and other items, a court was told.

He allegedly built the device at his home in Sunbury-on-Thames, Surrey, where he lives with foster carers Ron and Penelope Jones.

He said: 'She [ his mentor ] indicates during the course of her conversations with him he had told her his parents had been killed in Iraq, and he was worrying about being sent back to Iraq, having claimed asylum in this country, and having expressed hatred for the UK government and society.

... I am getting more curious with every new detail about the foster family.

Were they aware that their guest hated the UK society?

Shouldn't they have noticed that their foster refugee was building a bomb in their home?
Making TATP is a lengthy proces and it has to be done carefully, else things will go BOOM! as happened with the Barcelone jihadists. They blew up an entire house by accident, killing two of them in the process. Admittedly, they were making TATP on a much larger scale. But still. It would take time and attention. Didn't the foster parents notice anything at all? Like an abundance of knives for instance?

I find this very strange. And not reassuring at all.
 
I'd say the foster parents were well meaning but naive due to their old age and this loser took advantage of that.

Agree with all of you. Mr and Mrs Jones are experienced foster parents, and they came out of retirement to help young refugees. They are good people and unfortunately, goodness is no longer enough.
IMHO Ahmed Hassan is not the only one who took advantage of them, he came through a system and a procedure and apparently no red flags were raised along the way.

Whoever it was sent them someone who might have blown their house up while he was mixing TATP.

I was interviewing ten foster parents in west London for a report on children in care. Foster parents are in great demand, so I was startled to discover that only one of the sets of parents was looking after the sort of vulnerable children you imagine to be in the care system. The others were looking after unaccompanied asylum-seeker children.

They made an alarming claim: three of these seemed to be adults passing themselves off as boys. ‘The first thing they ask for is a razor,’ said one foster parent, ‘They’ve got these big beards.’ A woman admitted she found it embarrassing having a grown man posing as a 17-year-old. But the authorities appeared uninterested. ‘Our concerns are just fobbed off,’ said another.

A counter-extremism expert told me: ‘There is nothing in the system to stop a 26-year-old Isis fighter coming here, stating he is 17 and claiming asylum.’


Anyone forced to flee his or her country with a well-founded fear of persecution can claim asylum. An orphan under 18 has special rights. They receive the same benefits as a child taken into care. No one would begrudge a genuine child refugee these privileges. The problem is the system is open to abuse, and the latest terrorist attack in Parsons Green raises further questions. Ahmed Hassan is an 18-year-old unaccompanied asylum seeker who is alleged to have built the bomb in his foster parents’ kitchen.


The problem is sorting myth from fact. The first myth, emphasised over and over again, is that these are vulnerable children. The word conjures up images of small boys and girls. Our hearts break for them. The reality is somewhat different.

Only 8 per cent of unaccompanied minors who arrived in the UK in 2015 were, in fact, under 14.

Some 91 per cent were male.

Why are the majority of refugee children in fact teenage boys? Here we come up against another myth: that refugees somehow find their own way to the UK.
The truth is, nobody arrives in this country without the help of a people trafficker. This means it is the people traffickers who control our immigration system — not the Home Office. It is they who dictate who comes here. Refugees who cannot afford to pay never make it. If we really want to help the vulnerable, we should be taking children directly from refugee camps.

The central role of people traffickers means that every young person arriving here represents a considerable investment by their family or community back home. This explains why they are nearly all young men. They come from cultures in which men have greater earning power.

The third myth is that every child refugee is speaking the truth. Actually we have no way of knowing. The lack of documentation means that the most basic facts about a young person cannot be checked: their age, for example, their nationality or even their real name.

The co-operation between traffickers and extremists is a new and alarming threat to our national security, points out Rosalind Ereira of Solidarity with Refugees. Some migrants sign up to support Isis in exchange for their travel; the money paid by others to the smugglers ‘helps fund Islamic State activities’. A report from Quilliam, a leading counter-extremism think-tank, warns: ‘There is no question that militant groups target refugee youth for recruitment.’

Can't age be at least approximately determined? Wisdom teeth for example don't erupt before age 17. Maybe applicants who seem a bit too 'mature' should be evaluated by a dentist.
