Were responders able to start the car (there may not have been keys). Other than an EXTREMELY minor motor vehicle infraction (PENNSYLVANIA ADMINISTRATIVE OFFICE OF THE COURTS) I could find little history on him other than the MSM articles that describe him as a responsible community figure. Police are continuing to search for Padam Rizal

Yes it is possible to jump from the bridge, but the Bridge has probably over 50,000 people crossing it a day, if he jumped someone would have seen.

The body found in the Susquehanna River on Sunday has been identified as a Harrisburg area man who had been missing since late February.

The death of Padam L. Rizal, 49, was ruled a suicide, Lancaster County Coroner Dr. Stephen Diamantoni said Wednesday.
