Good morning Bit.

Yes, apparently a "couple" of ladies somehow rented out the place to throw party events. I don't know if the two were involved with each other or were simply business partners. So, I can't surmise on any domestic situation and the deceased may have nothing to do with the party events.

I do really wonder on construction records though, as NYC has some pretty stringent regulations and this is a commercial building that I recall having high traffic - not to mention janitorial and custodial staff. Someone must have recalled a batch of cement hauled in and poured

So, FWIW, I found a construction violation rendered back in 2002 that was apparently dismissed. Not sure exactly the circumstances though..

I'm not sure what to think about the construction violation. Is it possible to see on the lot nr (15) what floor it was. I don't know how this works in the USA. The body was found in 2008 so theoretical she could have been buried there in 2002, maybe even reburied from elsewhere. My believe is, considering the 80's things they found with her, she was buried there somewhere mid-eighties.

At least we know there wasn't a dangerous situation. ;):)

I went back to DOB to see if I could dig anything else up and the only things I found from the 1980s I could not click on.

12/20/1983 had a DOB Building Violation

00/00/1983 There was An Aleration

10/31/1988 There was a Building Notice ( I don’t know what that is)

10/31/1989 Another Building Notice

1992 was the earliest I could click on and it shows New Storefront

I'm not sure if was the same in NY in those days....I can't find recent information about it. This is from an UK site. Building notice for building regulations approval

There are two ways of obtaining building regulations approval:
A building notice application can be made with a simple application form, a site plan (if an extension is involved) and the appropriate fee (calculations may also be required for certain aspects depending on the complexity of the project). This means that work can begin very quickly, and need not necessarily involve design consultants.

I'm not sure what is/was needed for poring a concrete floor, if any application is needed for that.

Possibly Dorothy Williams 2516DFPA - Dorothy Williams? She has been missing from Philadelphia, PA (Approximately 98 miles from Manhattan, NY. ) since 1987. At the time she was 22 years old, 5’6” tall, and while there is no mention of previous rib, nose, or foot fractures, she had previously broken her right arm and it had been surgically repaired with a metal pin in her elbow. It is noted that she was in an abusive relationship and in the process of getting a divorce at the time of her disappearance. Her thread: Dorothy Williams , 22, Philadelphia, 13 Jan 1987.
 
I found this nymag.com article from Sep 13 2007 talking about the opening of a street-level cafe at 277 Church Street that says "Four months after a renegade band of Angel’s Share bartenders absconded to Tribeca to open the subterranean cocktail lounge B Flat" which means B Flat opened in May 2007 and was the business there when the body was found.

Through that I found a grubstreet.com article from Mar 2007 that is about people leaving Angel's Share to start B Flat that is unfortunately behind a paywall but the little preview on google says "Broker James Famularo has just secured a bi-level space with fourteen-foot ceilings (now occupied by I Bar) at 277 Church Street".

Then all I could find was this yelp.com page about a closed place called I Bar at 279 Church Street (maybe they just got the address wrong?). Interestingly there is a review from 2006 that says "I cant find anything about it anywhere, yet it has been around for 9 years apparently". If that's true it opened around 1997 so I don't think I'll be able to find much about the previous business online.

Probably not, but imagine the info she could possibly give even if she didn't end up recognizing the reconstruction. Maybe she knows when the floor was poured.
