Informal opinion of one investigator with unknown bigger context of the conversation doesn't have much to do with the letter.
Could obviously hint at him being able to do bad stuff, could be just a way of pointing out that he doesn't react for polygraph like average person do, making it impossible to magically extract the truth out of him via polygraph.
I stand corrected. Some time ago, there was discussion about TT's military career, and the possibility that he'd had training that would explain the atypical responses to the polygraph. Was there anything to that?
 
I don't believe for a minute the girls ran away on the 23rd, but it's been mentioned that Rachel was unhappily married, and in the process of job-hunting, prior to her disappearance. Could she have been entertaining thoughts of leaving TT? Or was she merely trying to contribute to the household income (maybe she was concerned about  her financial future)? Would she and DA have struck out on their own, maybe gotten a place together, etc.? She would've had to work out something with transportation.

He had some military career? Apart from those few months?
Doesn't sound very likely that some random Joe's who just joined and don't thrive there could get into anything that serious.

High tollerance to stress is one of the factors that alters the results a lot. For an average person taking polygraph is seriously stressfull event, no matter if they're guilty of something or not, or if they're hiding something or not. For a person who doesn't care results are likely accurate.
And that not caring could be for example - often used by those wanting to cheat polygraph (taking some medication, showing up deeply deprived of sleep, changing regular pattern of breathing) OR even full confidence in accuracy of the polygraph and own innocence (with examples of people who were absolutely shocked to learn that they failed after getting convinced that it's just to "clear their name" or "rule them out" formality).
No matter if we assume that TT is a murderer or not, he surely had higher than average levels of stress (divorce, mother's death, father's death, dying CA, missing wife, failing business and more) and went through a lot, getting emotionally numb also messes up polygraph results.

Cotton files General Warranty Deed for 6th. Ave. house on 6/19/1974 by Atty. Mr. Trickey. Many people believe Rachel took one for the family to help her Mom and Dad.

If he is a psychopath, none of those things would have been stressful for him.
If he is, that would affect polygraph more than anything.
But if he's not, good chance that his results would be affected anyway.
