Indiana inmates bought keys from jailer, raped and assaulted female prisoners

I'm wondering how he paid for the 133 vehicles? I assume he used county funds like he did for nearly everything else. Also, since the $7m in government surplus isn't in the trailers, where is it?

Another issue is where are the auditors? As far as I know, here in Ohio government entities are audited annually including all government property records. Either the state does the audit or they approve the outside accounting firm that does it.
Good question; I'm clueless. I did find this from the IN State Board of Accounts:

IC 5-11-1-9 gives the SBOA the responsibility for examining all accounts and all financial affairs of every public office and officer, state office, state institution, and entity receiving public money. The State Examiner in accordance with IC 5-11-1-7 may authorize or designate an Independent Public Accountant (IPA) to perform these examination. If the SBOA engages or authorizes the engagement of a private examiner to perform an examination, the examination and report must comply with the requirements established by our agency as set out in uniform compliance guidelines applicable to the unit type being examined.

Our department continues to perform the examination of the majority of units of government that we are statutorily tasked to perform. However, certain unit types are primarily performed by private examiners. These include: county and city hospitals, housing authorities, charter schools, and non-governmental entities receiving governmental assistance. We retain oversight responsibility for audits performed by private examiners and, therefore, are involved in all stages of the process including the approval of auditor selected, review and approval of the engagement letter, review of draft audit reports, and a quality control review of the final audit report. Once the quality control review has been completed, the report is filed on our website as a public record.

According to a new probable cause affidavit released Friday, lead investigator Lt. Jeffrey Hearon believes Noel used stolen funds from the Utica Township Volunteer Firefighters Association to purchase six classic cars. Previous court documents showed over 100 vehicles were registered to the UTVFA while Noel was in charge of the organization, and many were deemed "inconsistent" with a non-profit fire department or EMS business.

 
Lets not forget the state has asked him to return roughly 900K he allegedly stole from the commissary fund.

 
It just keeps getting worse. They need to clean out that rat's nest from top to bottom if they ever want to restore trust.

Commissary issues bother me a lot. There are articles about the high costs of commissary items.
I don't think inmates need fancy meals but it's reasonable, IMO, to serve edible food in adequate amounts. Hangry is a real thing; get rid of the hunger and they might get rid of some of the violence.

LOUISVILLE, Ky. (WAVE) - Indiana’s attorney general has asked a court to stop Jamey and Misty Noel from selling any of their houses or cars as the state tries to recover more than $12 million from Jamey Noel, his family, Kenny Hughbanks, and others.

Attorney General Todd Rokita’s office says the Noels sold one of the homes they own for $110,000 after criminal charges were filed against Jamey, Misty, and Kasey. They’ve also listed their Florida home for sale, and the AG’s office says Misty has taken steps to sell 21 cars on behalf of her husband.

 
Here's a lengthy article discussing the prison system misuse of funds from commissary and other sources. I thought of Noel when I read it; apparently there is a trickle-down effect to the county jails.

It appears it was a good idea in California that ended up going in a bad direction. There are some recommendations toward the end of this article that would also likely benefit county jails.

California’s welfare fund was established in 1949. The idea was to permit sheriffs to sell tobacco, candy, and other items to the incarcerated population so long as the profits went into a fund intended for their general welfare. Originally, California’s welfare fund policy stipulated that they were “solely” to be used for the “benefit, education, and welfare” of incarcerated people and that normal expenses (like medical services and clothing) had to be paid for out of the sheriff’s general budget. That changed in 1993 when policy reforms permitted their use “to augment those required county expenses as determined by the sheriff to be in the best interests of inmates.” Those “best interests” were not specified, granting sheriffs wide latitude to spend the money as they wished. This shift coincided with a wave of privatization that gave us for-profit prisons and the outsourcing of communications and commissary services to corporate vendors. As privatization spread, welfare fund balances ballooned, and, in the process, became irresistible cash cows for corrections agencies.

The 2 civil suits filed by the Indiana Attorney General have been granted temporary restraining orders against all parties to stop them from selling assets (real or cash) that could be recovered by the State. Hearing May 20th. A lot to keep up with. JMO
