Thank you for the explanation, I had presumed each state had a strict set of rules, I didn't realise it was also down to law enforcements discretion, this explains why I'm often confused by changing criteria. Very kind of you to explain.
As a Brit I'm not quite understanding how she qualifies for an Amber Alert when there is no known vehicle or abductor? Are there different Amber Alert rules for different states in the US? Or is it because they have information that they can't share? If someone could educate me I'd be very grateful

She actually reminds me of the singer Pink's little girl, shaved head, often dirty and scruffy because she's an outside kid who lives in a rural area, just goes to show appearance (and having money actually) means nothing.
As someone who is pretty much bed bound with a complicated spinal cord injury, who lives alone, if I didn't have the means (thanks mum) to pay for someone to help me in the home my house would be dirty and horrendously messy, never mind adding a young boy in to the mix, as I can do nothing...
