The police may not be in any hurry to charge anyone with the fraud. There are a lot of trails to follow which will take time to investigate thoroughly. They need to get the whole picture..how many involved, what was their part in the fraud, who committed identity fraud, who benefitted the most...

I think so too. Leaving aside any media interviews the caregiver may have taken part in ( which aren't important) the police have chosen to confirm the info that was received via crime stoppers. They have done that for a reason.

I think a drug debt, a drug courier (long distance trips), crossing a drug dealer are plausible scenarios regarding Karlie's disappearance/death.
The police haven't stepped in to correct the claims Karlie had a drug debt at the time of her death (as published in msm).

Yes, the drug dealers do let druggies run up debts. Maybe they pick a person (someone in need of drugs for themself) on purpose sometimes to let them run up a debt, so they can control the person in debt to them..get them to do the risky work - picking up drugs, dropping them off, drug courier...
Yes, I thought of that too. Would it be a foreign passport? If so, wouldn't it look odd to a passport control officer if the child is departing Aust on a foreign passport but there is no record of them arriving in Australia?
About fake passports. Australia has e-passports with chip inlays (since 2005) and they are much harder to copy or forge than the old style.
The passport holders photo is also stored digitally on the chip in the passport to combat identity fraud.
