    Getting back on topic; I suppose there could be a theoretical higher level. Level 6: Cases so perfect that we don't even know they were murders (no example by definition) The Edmund Duff death would have fit that level before others started dying and authorities wised up.

    I think Mills was rumored to be the killer going all the way back to his mysterious death in 1965. I have a 1979 book where he's mentioned as such along with Mungo Ireland although the latter is not listed under that name.

    I would tend to keep Wallace on the list even though she was the only victim who wasn't white. The one of the canonical 13 (the first Lady of the Lake is almost a certainty in my view) I would be most unsure of would be the man found in Brooklyn OH July 22, 1936.
