I don’t think so. Usually it’s a secure code-based method to protect identities. The person giving the tip receives a number, unique to him/her. This allows complete anonymity if reward is given. JMO

There is normally a way to provide tips anonymously. You can be verified later if tip pans out. No excuse to withhold this info for reasons of non identity. Moo
Hmm.. the way tips about said subject works is normally, you provide tip and if valid or leads to resolution, then you get reward money. This is in reverse. Why not just come forward to give the tip…or give anonymously. JMO

The camera reported to be one that rewrites over video every 3 hours. “Luckily” the subject approaching the door dismantled the camera so it actually could no longer rewrite over video. The last images saved were thus able to be accessed. And they were of him.
