Jaycee Dugard was abducted on June 10, 1991 from South Lake Tahoe. At that time, it was reported that a vehicle with two people inside, drove up to her and grabbed her.
Dugard's stepfather, the last person to see her in 1991 and a longtime suspect in the case, said he was overwhelmed after doing everything he could to help find her.
"It broke my marriage up. I've gone through hell, I mean I'm a suspect up until yesterday," Carl Probyn, 60, told The Associated Press at his home in Orange, Calif.
Neighbors told The Bee today that they had called police about two yearsago to report that there were tents on Garrido's propertyand children at the home. They knew Garrido was a sex offender required to register on the state's Megan's Law Web site. However, they said nothing ever came of the call.
Aguinaga said Garrido was suspected of bilking an elderly neighbor out of his life savings. A complaint was lodged on the man's behalf when he moved to Friendship Residential Care in Antioch, Aguinaga said.
The elder care home relayed allegations that from late 2007 to March 2008, Garrido swindled Dilbert "Jack" Medieros, now 79, of nearly $18,000. In the end, prosecutors cited insufficient evidence in declining to file charges this past April.
Garrido explained to police that Medieros had given him money to help start a church. He also told investigators that he had known Medieros for years and took him places such as the zoo.
"He said Jack never wanted him to pay him back," Aguinaga said. "He said he did not ask for the money. Jack gave it to him anyway."

In a rambling telephone interview from jail, Garrido told CNN affiliate KCRA of Sacramento he was relieved at being caught.
"I feel much better now," he said. "This is a process that needed to take place."

She was more than 160 miles from home, and her family had no idea where she was.
Nobody else knew she was there except the couple that snatched her off the street in front of her house in South Lake Tahoe, California, in 1991, and took her straight to the soundproof shed, police said.
But tucked away beyond the tangle of bushes, high grass and trees was a blue tarp that concealed the only world Dugard had known since her abduction.
In it were sheds and tarps, a makeshift bathroom and shower, along with electricity supplied by an extension cord. Kollar compared the primitive conditions to camping.
Dugard lived for several years there by herself. The sheds were locked from the outside.

Questioning and follow up by a parole agent led to Phillip Garrido admit kidnapping the woman, who was later found to be Jaycee Lee Dugard. He also said that the small children are his.

Garrido and his wife were transported Thursday to El Dorado County Jail. Their arraignment is set for Friday on charges of kidnap and rape.

Garrido was on parole in Contra Costa County following his 1999 release from a Nevada prison for a rape conviction. Garrido had also served time in the federal prison at Lompoc for rape.
According to the California Department of Corrections and Rehabilitation, a parole agent summoned Garrido into the Concord parole office after police officers at UC Berkeley spotted Garrido with two small children.
Garrido and his wife were arrested and transported to the Contra Costa County jail, then booked in the El Dorado County jail Thursday afternoon.
Kollar said that upon further investigation of the Garrido home in Antioch, they found several tents, outbuildings and sheds where Jaycee and the two girls lived.
Kollar added that the two girls, who Garrido fathered with Jaycee have lived in virtual isolation since they were born. "None of the children have gone to school, or have been to a doctor," added Kollar.
Garrido's prior arrest history consists of possession of marijuana. While on parole supervision in California, Garrido was subject to regular drug and alcohol tests and required to wear a monitored GPS bracelet.
Phillip Garrido is a 58-year-old man whose last known address is in Contra Costa County in the town of Antioch.
