I contacted the Florida Department of Corrections regarding transfers, here is their reply:

Greetings, just a general question concerning inmate transfers. Can a Florida State inmate be transferred to another State under certain circumstances? Thank you.

I don't think CWW will be eligible for the rest of his life. If I'm reading this correctly, eligibility is based on inmates being "supervised" post-release and/or on probation.

All offenders placed on probation by the Court or released from prison to a post-release supervision program under the jurisdiction of the Florida Commission on Offender Review may apply to have their supervision transferred, subject to the approval of their supervising officer or classification/release officer (for offenders pending release from prison directly to a plan out-of-state). Offenders on Community Control are not eligible for transfer under the Interstate Compact per the Florida Department of Corrections policy. An offender's plan for transfer of supervision under the Interstate Compact must meet the following criteria:

Offender must have more than 90 calendar days or an indefinite period of supervision remaining, and
Offender must have a valid plan of supervision, and
Offender must be in substantial compliance with the terms of supervision, and
Offender must be a resident of or have resident family in the receiving state who has indicated a willingness and ability to assist, and
Offender can obtain employment there or has a means of support, or
Though not a resident of the receiving state and not having family residing there, the receiving state consents to such a person being sent (discretionary transfer).

In addition, offenders who are members of the military deployed out of state, offenders living with family who are members of the military deployed out of state , offenders living with a family member transferred to another state by their full-time employer as a condition of maintaining employment, offenders being transferred to another state by their full-time employer as a condition of maintaining employment, and offenders who are veterans of the U.S. Military Services and are referred by the Veterans Health Administration for medical and/or mental health services, are eligible for transfer of supervision as long as they meet the requirements for transfer as specified above and plan to reside with the deployed or transferred family member in the receiving state.

It is unlikely CWW will be transferred out of a Florida prison to another state, but state prison inmates are sometimes transferred to another State Department of Corrections facility, another State private prison, and Federal Bureau of Prisons.

From the perspective of the facility staff and operational security, the problems that the transfers alleviate are significant and often life-threatening. State DOC staff who responded to the survey generally are satisfied with current systems for interstate transfers of inmates. It is commendable that agencies have formed workable methods for cooperating to make these transfers an effective tool for those who manage America’s prisons.

LEE COUNTY, Fla.- Curtis Wayne Wright, one of the men accused of brutally murdering Bonita Springs Dr. Teresa Sievers, appeared in a Lee County courtroom Wednesday afternoon.

During the appearance, Wright stood beside his attorney but stayed silent as he waived his right to a speedy trial.

Wright's family members were also in the courtroom but neither they or his attorney wanted to comment.

Assistant State Attorney Hamid Hunter said more than 29,870 pages of investigative documents have been provided to the defense so far during the evidence-sharing process known as discovery. Parker said Wednesday that she was still obtaining and reading through the documents.

Wright’s sister and mother sat through the court appearance but did not speak to reporters as they exited the courthouse. The two were scheduled to visit Wright in jail after court, according to the Lee County Sheriff’s Office.

Wright’s next case management conference is scheduled for March 9.

Standing stone-faced and shackled, Wright, through attorney Elizabeth Parker, agreed to waive his right to a speedy trial during the five-minute hearing -- a decision that provides more time to review more than 29,000 pages of investigation-related information.

Parker said she expected to interview at least 50 witnesses.

And both the prosecution and defense told Judge Bruce Kyle they needed more time to complete depositions.

"We're still in the process of obtaining discovery from the state," Parker said.
 
I am pretty sure the town where CWW and AW reside (Fenton,MO) is where much of the major flooding in the news today is centralized. High tide tomorrow expected to be brutal.

CWW'S trailer is in Hillsboro. The Meramac River which flows through Valley Park (where AW use to live) and Fenton is indeed flooding around Highway 44.

Following various cases here on WS, I've been frustrated to learn that it usually takes years for a trial to start. There is a lot of legal maneuvering that goes on. But sometimes it takes years for an arrest, so at least the clock is ticking with CWW and will start soon for JRR. MS is next, but who knows when? Hopefully soon.
