In a remote area of the White Tank Mountain Regional Park, on April 22, 1982, a skull and vertebrae belonging to a teenage boy were discovered by Air Force personnel searching for a fallen gun pod. No clothing or personal items were found. The estimated date of death was 1979-1981, 1-3 years prior to discovery.

Sex: Male
Race / Ethnicity: White / Caucasian
Estimated Age Range (Years): 13-19
Estimated Year of Death: 1979-1981
Height: Cannot Estimate
Weight: Cannot Estimate

Although NamUs gives the boy's age as 13-19, NCMEC has 13-15, so he may be more likely to be at the younger end of the range.

On a Tumblr blog I found the following exclusions (this was posted 2 years ago so it may be out of date):

Can anyone with a NamUs account see anything about DNA? How could this poor boy be identified?

Tom Ray Starkel, Male, White / Caucasian
Date of Last Contact - December 5, 1979
Missing From - Palmdale, California
Missing Age - 19 Years

Tom was last seen on December 5, 1979 in Palmdale, CA. Tom was last seen leaving his girlfriends home. Evidence showed he arrived at his apartment that night.
He was driving a dark green Firebird with Nevada plates. His car was recovered 2 weeks later with another driver. The car was pulled over coming back into California from Nevada. The driver was arrested and held for about 2 weeks, but with no evidence to go on investigators had to release him.

ETA - 2 weeks after he disappeared, the driver Craig Moore was arrested & held for approx. 2 weeks (he told them several different stories) the car was pulled over coming back in to CA. from NV. In the car the police found a handgun under the drivers seat, in the trunk of the car was Tom's jacket, the pink slip to the car had been signed over by Tom to Craig.

@Caring1 Hey could you post the current list of NamUs exclusions for this John Doe? I would greatly appreciate it.
 
I do not see any rule out for Christopher William Vigil; MP12919 who went missing from Colorado on 4/30/78 as a possible abduction. There are some good similarities in looks as well, most notably the ears. Both UP15702 and MP12919 have DNA on file.

Unfortunately, recons of ears on skeletal remains are heavily guesswork. They're all soft tissue. They can guess where on the head they are placed by looking at the skull, but general size, shape, and if the lobes are detached or attached is really not able to be determined. When remains are more recent and the skull is still fleshed, so long as the ears are intact, it's different. But Buckeye Doe was out there for years. He wouldn't have had any soft tissue left.

Of course. The face shape is quite similar and would be more accurate.
