I don't think the 'floating casino filled with drunks' is an accurate assessment. I know many people who cruise several times a year and don't experience this either.

That said, I do agree that the railings could be such that no one would be able to go over them. The two we have been on have had a clear plexi-glass type bottom with a wood railing on top. I don't see why they couldn't extend the plexi-glass stuff up to say 6 foot or something - you can see through it so it wouldn't block views, but yet keep everyone safe. That would be ideal.
We cruise several times a year and we see very little of this. However, we stick to the more expensive cruises and that might have something to do with not seeing the drunk-partying type atmosphere. I know that teens and young party type adults usually take the 7-day/party type cruises...and nothing wrong with that at all. In fact, some lines advertise this kind of cruise, with lots of partying. My friend is on one right now. She took her son, daughter and his girlfriend for a graduation present. He just graduated from high school and the daughter from college. With the 14-30 day cruises, it is <usually> older people that go on these. They drink plenty, but don't seem to get as wild! LOL....kind of hard to get on the table and dance when you are 70! LMAO! Anyway, I think cruising gets a bum rap as being labeled a vacation that is a nonstop drunken daze. I have a blast every time, and am not a drinker. :D

Yes it is. The world is full of people wanting easy and "something for nothing" money.
 
Like others that have posted, I do not think the cruise lines have to extend rails or limit drinking.

We are getting to the point where all the stuff people do is being decided for them.

Very few diving boards at pools anymore because people got hurt....

Kids being limited on running or swinging on the playground because of possible injuries....

The list goes on and on because of lawsuits or the threat of lawsuits when it really is about personal responsibility.

I have cruised for the past 25 years or so...expensive and party cruises. I've seen plenty of folks that had too much to drink. Heck, I was one of them at one time!

We cannot protect all the people, all the time, and especially from themselves.
