Seaside reopens Cold Case involving murder of 5-year-old – KION546
''SEASIDE, Calif. (KION-TV) -- Seaside Police is partnering with the Monterey County District Attorney's Office to look into a cold case from the 1980's where a 5-year-old girl was found murdered.

Anne Pham left her home in Seaside to walk to her class at Highland Elementary School back on January 21, 1982.
Pham, who lived just a couple of blocks away from the school, never got there.
Seaside Police said Army CID investigators found Pham's body in the former Fort Ord area two days later.
Through further investigation, police found Pham was "abducted, assaulted and murdered."
Despite work from Seaside PD and the FBI, the case eventually went cold. Seaside Police said new leads have surfaced, resulting in the reopening of this case.
The Monterey County District Attorney's Office Cold Case Task Force is partnering with Seaside PD as a result.

''Her parents were refugees from Vietnam when the country fell to North Vietnamese forces in 1975. Her father, Tuong Pham, was a South Vietnamese soldier who escaped with his wife and children on a 60-foot boat filled with 200 people when the U.S. left. Anne-Sang was the first of their children to be born in the U.S.

The family had moved to Seaside so Tuong Pham could make a living as a fisherman. Four years after moving to the Monterey Peninsula, their daughter was savagely murdered.''

SEASIDE — A 40-year-old cold case involving the murder of 5-year-old Anne-Sang Thi Pham, who was strangled to death and dumped in brush in Fort Ord in 1982, has been reopened.

A law enforcement collaboration between Seaside police investigators and the Monterey County District Attorney’s Office’s Cold Case Task Force announced on Wednesday they had reopened the case. Very little information is being released, with law enforcement citing the need to keep most aspects of the investigation confidential so as not to impair the case.

Deputy District Attorney Matthew L’Heureux, who heads up the Cold Case Task Force, on Thursday declined to comment on whether new physical evidence has been uncovered or whether individuals have come forward. When asked if new DNA analysis was a factor in reopening the case, L’Heureux would only say that “DNA is something we look for in any case.”...

This is a groundbreaking case that involved extracting the suspect's DNA from a rootless hair (as reported in this People Mag article). Astrea Forensics did that innovative labwork, which then allowed me to do the genetic genealogy analysis. While there have been a couple of other successful IDs using rootless hair, in those cases there was no prosecution because the suspect was deceased or already in prison. This will be an important case as the first to have an arrest and prosecution of a suspect who was identified through this process and we will be watching it's progress closely.

Investigators obtained a warrant for Lanoue's arrest in July and he is currently being held in Nevada pending an extradition to California.

Lanoue has already spent more than 20 years in prison for other sexual assault charges and was in jail for violating his probation at the time of his arrest for this case.

Lanoue has been charged with one count of first-degree murder along with special circumstance allegations that he killed her while committing a kidnapping and a lewd act on a child under the age of 14.

A 70-year-old Nevada man charged in the 1982 killing of a 5-year-old girl who disappeared while walking to her kindergarten class was extradited Friday to California, where he entered a not guilty plea during his arraignment, prosecutors said.

Robert John Lanoue, who is a registered sex offender, was arrested earlier this month in Reno, Nevada, in the killing of Anne Pham after detectives say they solved the cold case using DNA evidence.

The child disappeared while walking to her kindergarten class in Seaside, California. Her body was found two days later in the former Ford Ord. She had been kidnapped, sexually assaulted and strangled, California authorities said.

Lanoue was assigned a public defender, said Monterey County prosecutor Matt L’Heureux. The Monterey County Public Defender’s office did not immediately return a call seeking comment Friday.

Lanoue was 29 years old at the time of the girl’s killing and lived near her home in Seaside, authorities said.
 

Because Lanoue’s case is now potentially a capital punishment case the judge revoked Lanoue’s $1 million bail and ordered the accused killer to be held in the Monterey County jail on a no-bail hold.
