Garcia says he met a woman in California City who said her mother saw the boys at the Albertson's parking lot in Tehachapi on December 23.

"She said that once she saw the news report about the missing boys, that she was sure that, that was the boys, with these two adults, which were both male," Garcia, Owner of Bill Garcia Investigative Services, said.

He says the woman claims one of the men was African-American and the second one could have been, he says they were in their 20s to 30s and dressed normally.

"She claimed that she saw them walking for the Albertson's through the parking lot and each person had a hold of one of the boys' hands, but there wasn't any deliberate attempt to move away from them or anything like that, it seemed normal," Garcia, said.

Garcia tells Eyewitness News he thinks the best place to look for Orrin and Orson West is in rural isolated parts of Tehachapi, like Sand Canyon and surrounding areas.

The chief said none of the neighbors had ever seen the boys. I know Ive talked to him everyday, but there isnt much going on with the case.

California City Police Chief Jon Walker confirms more than 50 personnel from various agencies searched Silver Saddle Ranch Wednesday.

Walker also talks about the boys' adoptive parents, physical and circumstantial evidence, surveillance footage, and the tip that alleges the boys were seen in Tehachapi.

The private investigator is removing himself from the case. "I feel like I haven't been accepted as a professional in this particular case," Bill Garcia said. This comes after Police Chief Jon Walker thanked Garcia for his efforts, but also asked that he tread carefully to not impede the investigation.

These two precious baby boys :( I feel they are no longer here with us! I pray that maybe perhaps I am wrong! In my opinion, too much time wasted here with this case!

Bill Garcia ... says a Tehachapi resident called him and told him he saw was heading west bound on highway 58 on December 23rd and saw two small black boys with an adult. He thought it was odd for children to be on the Pacific Crest Trail in December and not dressed warm.

"He was driving westbound on 58 coming home from work and he saw an adult Afro American male, somewhat thin, somewhat tall and with two small children, hiking on the Pacific Crest Trail near the exit, Garcia said.

The witness pulled over and noted there was a parked gold or tan colored Chevy SUV. He says the boys and the man were about a third of a mile saw from the parked area off the Cameron Road exit of highway 58 in the outskirts of Tehachapi.

"I took that information and I passed it along and we are doing a follow up on it now," Jon Walker, Police Chief for the California City Police Department, said.

The chief would not confirm if that one lead was the woman who says she saw the boys at the Albertson's in Tehachapi or the man driving on highway 58.

"Just beyond those spots, on the BLM side I found one single black rubber shoe children's size twelve, rubber slipper more than a shoe, which doesn't look like it has been out here very long," Garcia said.

Garcia's investigative team called the Kern County Sheriff's Office. Three deputies came to the scene ...

The City Council voted to approve the extension during Tuesday’s City Council meeting to avoid the reward from expiring later that night as approved by the Council during a Jan. 7 special meeting.
