    Would it be possible for the family to go directly to the Ca Attorney General, since chances are not likely that this Sheriff’s Department will do a DNA test?

    Apparently my brain was a little fried from hours of research when I posted on here last. I made the mistake of saying that the Keddie Cabin murders happened 1 month after Rashell's death in March of 1983, when the Keddie murders actually occurred in April of 1981, 2 years before Rashell's death. Dmac (@kedd ?), a passionate insider on the Keddie Cabin murders, would have ribbed me out if they came across that lol.

    While I'm correcting myself, I also noticed that in the title of this thread I accidentally listed Rashell's death as March 14th, 1983 when I meant to put March 3rd, 1983. Apologies for the errors.

    And yes @Light333 , I agree that the Tehema County Sherrif's Dept may be limited in what they're willing to do for this case. I've been following the official Tehema County Law Enforcement Facebook page lately and they have been posting a ton about how tight their budget is and how they don't have enough funding to have competitive wages to hire officers and detectives. I guess they only have like one or two Detectives and a skeleton crew for their Law Enforcement department and they're pretty desperate. I'm afraid that when the Ward family meets with the detective assigned to Rashell's case, even if the police are no longer allegedly corrupt there they're not even going to have the time, staff, or money to pursue her case properly or run the DNA test.

    That is so disappointing. After 36 years there must be something that could be done. Is there a private company that could obtain the seamen and test it. How much would that cost?

    There is so much more to this story than anyone will ever know a former friend of mine told me exactly what happened I'm not sure if she was a witness if someone she knew was a witness there is no way that Tehama County will even look into her death and rape because when I brought it up to one of the Sheriff who was around when the person who killed her and raped her was the lead Sheriff they told me to keep my mouth shut and never talk about it again from what my friend told meo is that Roshell had found some evidence(pictures etc )that proved Koenig was involved with Child sex trafficking and a lot more when she was babysitting for him and from what I was told is that she was at School or an event at her school and Koening with another man showed up and picked her up and of course being the head sheriff nobody is going to question it and also everyone knew she was the babysitter for Koenig anyway after they took her one of them had raped her and that's when she said that she had found the pictures and other things of all the other kids and that she was going to tell someone and she was going to tell that she was raped after hearing this Koenig shot and killed her and I believe he hogtied her and shot her in the back of the head execution style and then left her body on Reeds creek.
    Koenig has since died and I'm not sure who the other man is.

    I agree with @Light333 about going to the California Attorney General with information if the TCSO isn't trusted or won't act.

    Another possible idea would be to connect with the Tehama County Grand Jury. Though going past them to state level seems even a better idea. The grand jury might be limited to looking into current corruption only, I'm not sure.

    Or what about an investigative news organization? Not just local, seems like this would be of statewide interest.

    Woah. This thread is very interesting. Condolences to the family and cheers to those who are finding it in themselves to speak up! It’s never to late for closure or some justice for the family. You are doing the right thing sharing whatever you know.

    It looks like the 1986-1987 GJ did the right thing by passing information to the FBI who then did nothing? That's horrible.

    In my previous post I was thinking it being taken to the current GJ, but since they would be turning their findings over to the local system which has a history of coverup, I do think state-level or media would bring a better outcome.

    It explains why nobody in the town is too scared to talk about her murder. They all know it was the sheriff. And that's why her family got no help from the sheriffs dept. I have attached the post mentioned by the poster above in case it gets deleted. Let's see if anyone can really investigate.

    So i was browsing Reddit when I came across a comment in an AskReddit thread about this case. The title of the thread is:
    "[Serious] Redditor’s who live in secluded towns, what is the darkest thing that happened in your town but is kept secret?"

    This is the comment about the case:

    "I wouldn't say we live in a secluded town, but when my mother was in school her best friend got a job working for the Sheriff. She later came to school and told them that the sheriff had been molesting her.

    She also began telling people about what they have been using the tunnels under the town for. The police supposedly, had been filming child pornography.

    After that day she never made it home. She was found later naked, hog tied and shot in the back of the head. No one could prove it, and the sheriff had been suspected of many things but nothing ever came of it. They just announced that there was a man seen in a white van abducting people.

    But her friends knew. Her family knows.

    This is Red Bluff California btw. The tunnels were originally used by Chinese immigrants, they go through our Main Street and through Rio Street, they lead to houses and some businesses but they have been condemned. There are sensors down there though so if you get in the police are right there to get you out.

    EDIT The little girls name was Rachelle ward and the sheriff supposedly responsible was Koenig but he died years back of old age."

    This would explain why there was no ongoing investigation or suspect found. The police, led by Sheriff Ron E. Koenig, killed her

    Hi, hello I'm sorta new here and this case is the only reason I opened this account. I was reading some replies and I saw none of them mentioned the thing I discovered and so I thought I'd give this a try. You see, I was watching this reddit video - for anyone who is interested, it starts at 0:50- and I stumbled upon some speculations. Apparently Rashell was working for the town sheriff , Koening, when one day she came to school claiming he molested the poor girl. Now I'm not sure how much of this is rumours but apparently her family and friends were all told. She also claimed that the tunnels under the town (built by Chinese immigrants, going through the town's main street all the way to Rio street) were used by cops for the filming of child pornography. Since there were sensors down there which would have ultimately alerted the police if anyone trespassed, it's safe to say that if something was going down they would have definitely been involved. As I mentioned, I do not know how much of this is true but if this helps anyone then I guess it was worth it. I'm sorry if someone had already mentioned this and I didn't see it or if it was made up by someone but hey! Every bit of information helps! Also, the supposed sheriff who molested her has died due to old age but apparently a lot of townspeople suspected him but none could prove it. As you all know the poor girl was shot in the back of the head, hog-tied to a tree, naked. The police tried to cover it up by announcing your typical "white van" story abducting people. The video explains it more clearly.

    This article from the Austin American Statesman from December 1983 says that the rancher who owned the land where she was found observed a brown car driving away, and that she was clothed in jeans and a blouse, found lying on a dirt road, and her hands were bound in front of her with tape.

    @ravvie I believe all of that is true, except the whole brown car thing. I call BS on that rancher who another article reveals was also a Reserve Deputy. That associates him with the Tehama County Sherrif’s office, who is highly suspected as being involved in the murder. I continue to wonder if that rancher was actually Charles Cobb, a rancher and drug dealer friend of Koenig. Did he make up a story about finding her body in order to help his buddy Sheriff RK? In an article about Sheriff RK and Cobb’s odd relationship it mentions that RK gave Cobb an “honorary Sheriff’s identification.” Could this mean that Cobb could have been made a reserve deputy?
