I am surprsed they are warning the public about her, so rare due to the privacy laws here. She is all over the news today, very scary woman. She will have everyone watching her.. the sad thing (or scarier) is if she keeps herself in check for 2yrs she stops being watched. Then what? Lets hope she violates one of her many parole rules. :please:

They release them and then issue warnings. They did the same with released pedophiles. Sickening.

B.C. warns public about woman who’s a violent offender

The ministry’s corrections branch said Monday that 23-year-old Kayla Bourque has an “escalating criminal history” and plans to live in Vancouver.

In September 2009, Bourque was convicted of killing animals, causing unnecessary pain and suffering or injury to animals.

In March 2012, she was found guilty of possessing a weapon for a dangerous purpose, but charges of possessing child *advertiser censored* were stayed. She was sentenced to one month in jail and three years of probation.

She studied criminology and psychology at Simon Fraser University last year.

Rob Gordon, who heads the criminology department at SFU, said the university called police after another student told a teaching assistant that Bourque mentioned some of her crimes and that she may have spoken about her fantasies of killing a homeless person.

Gordon said police executed search warrants, including one for Bourque’s room at the university, where a so-called kill kit was discovered which included duct tape and other restraints.


The harm Bourque has inflicted on animals may be a precursor for what she may do to humans, Gordon said.

“It’s what it predicts that is of concern.”

Warning could provoke Bourque

Bourque admitted to taking delight in killing animals and fantasizing about shooting homeless people. Several psychologists who interviewed Bourque found she showed no remorse or insight into her crimes.

One psychologist who spoke with Bourque before her sentencing last year testified she will likely require supervision for the rest of her life. Other doctors described her as a sexual sadist and narcissist with an anti-social personality disorder and sociopathic tendencies.

She can't associate with anyone under age 18 or access the internet. She is also banned from possessing duct tape, hypodermic needles or knives.

O'Shaughnessy says the tough probation conditions and the very public warning may actually make Bourque more inclined to act out.

“That warning may also carry with it a big risk — that it may in fact provoke her further, and may ostracize her from others and may in fact make her more alienated and angry and wanting to act out in an aggressive or violent way,” he said.

Bourque was adopted as an orphan from Romania at eight months old and grew up in Prince George, B.C.

She’s forbidden from owning weapons, internet-capable cell phones or computers, and animals, and barred from attending any post-secondary courses,
Bourque has also been ordered not to associate with anyone under the age of 18, or visit a school, park, playground, swimming pool or any area where they’re likely to be present.

She cannot begin any close, intimiate, familiar or familial relationships without advising those involved about her criminal record with a probation officer present. She also must participate in any psychiatric assessments and counselling programs her probation officer orders.

“Quite frankly, if she scratches herself somebody will know about it. They’re incredibly restrictive,” said SFU criminology professor Robert Gordon, who taught Bourque. “It seems likely that she’ll slip up at some point along the way here.

Authorities were alerted to Bourque's crimes last March by a classmate who had become friends with her.

Search warrant documents obtained by CTV News suggest Bourque had told the friend she wanted “to get a gun and kill homeless people” as well as “kill her mother and younger brother.”

The tip resulted in a search of Bourque's university residence, during which police seized a laptop, three USB storage devices and a binder containing depictions of sexual homicide, dismemberment, serial killers and a tortured cat.

Officers also allegedly found what they described as a “kill kit” containing a knife, syringe, restraints, black gloves and a demon mask.

Anyone who sees Bourque violating any of her conditions is asked to call local police immediately.

Why don't they just institutionalize her? I don't get it. She's obviously insane.
 
All those written restrictions don't mean a thing once someone is free. Wow. I hope she does not harm anyone (or animals).

Not to worry Canadian residents, you are not the only country to do this. Laws only cover so much in cases without an actual homicide behind them, everywhere. Only so much can be done. :(
 
She's threatening to kill homeless people, her mother, her brother and animals and there is nothing they can do?
 
I'd buy a new identity and move across the globe if I were her mother and brother. In one article the dad said he was not afraid she'd hurt him, but worried for the rest of the family. A narcissistic might just be fooling him. So scary to think of a female BTK, but another article claims she wants to be male.
 
I think someone(s) probably need to make a project of informally keeping track of her whereabouts, injured or dead animals and murders in whatever area she is living in. For years and years.

If she does end up residing in Vancouver, then the VPD High Risk Offenders Unit will be responsible for monitoring her - if she resides elsewhere in BC, then it will be up to the police agency where she resides. The VPD do not have any involvement or say as to whether or not she will be released from Corrections - that is determined by Corrections Canada and the judiciary

Studied criminology
The family admitted to police they were willing to give Bourque money to enable her to leave their home in Prince George.

She moved to Burnaby to take criminology classes at Simon Fraser University. Police alleged her intention was not to fight crime, but to learn how to commit crime and not get caught.

She took courses in forensics, violence and aggression, and criminal profiling, but then confided her allegedly homicidal ambitions to a classmate, who turned her in to police.

Bourque was initially arrested under the Mental Health Act . A search of her residence turned up a blue nylon bag with a kitchen knife, a razor blade, three large garbage bags and a hypodermic needle; a mask was found nearby.

Police also found video clips depicting her killing and hanging the family dog.

"She narrated part of the video as she eviscerated the dog," B.C. provincial court Judge Malcolm MacLean said Wednesday in sentencing Bourque. Another video depicted Kayla Bourque torturing the family's cat.

-Bourque had thoughts of killing a drunk SFU roommate, but decided there'd be too much evidence.

-Bourque wanted to get a gun and shoot homeless people.

-Bourque persuaded a suicidal boy, online, to kill himself.

-Bourque fantasized about killing someone during a home invasion.

Bourque's family believes she was ready to take the next step and start killing humans.

However, forensic psychologist Joti Samra told CBC News Bourque might have wanted to be caught.

"There is the possibility that the claims this young woman is making is a cry for help," Samra said.

She doesn't want help, if she wanted help she would have a sense of remorse and believe what wanting she wants to do is wrong. This sicko doesn't want help she seems to enjoy it. There is no helping her. She's needs to be off the streets it's only a matter of time before she moves on to people for real. IMO
