Ramer said the incident happened shortly after midnight in the city hall parkade, located near Bay and Queen streets.

Northrup and his partner were responding to a priority call when they were struck.

Northrup was transported without vital signs to St. Michael's Hospital, where he died. His partner was transported to the same hospital, where she was treated for non-life-threatening injuries. ''

The suspect was initially outside of the vehicle when the officers approached him, Ramer said, but could not confirm how the rest of the incident unfolded.
Police said there were other occupants in the vehicle, as well.''

''Northrup and his partner were in plain clothes at the time but were wearing identification on chains around their necks. They had been working in the downtown core as part of the July 1 Canada Day events.

It is with profound sadness that I confirm the death of Constable Jeffrey Northrup, of 52 Division.

Constable Northrup was killed while responding to a call downtown in the very early hours of this morning.

Our preliminary information is that he and his partner were conducting an investigation in response to a priority call in an underground parking lot here at Queen and Bay. During the course of this dynamic event, Constable Northrup was struck by a vehicle. We believe this was an intentional, deliberate act.

He was attended to by other police officers and Toronto Fire Services before he was rushed by emergency run to hospital and was pronounced shortly after. His partner was taken to hospital where she was treated and released.

I, along with his Unit Commander Superintendent Greg Cole and the Toronto Police Association, attended Constable Northrup’s family home overnight to deliver this devastating news.

Constable Northrup proudly served the Toronto Police Service for 31 and a half years. He started his career with Court Services and was assigned to 11 Division when he became a police officer in 1999. He has been a member of 52 Division since 2008. He was also a proud member of the Chief’s Ceremonial Unit. He is survived by his wife, his three children and his mother.

One man is in custody and Homicide is leading the investigation into this tragic event. An update will be provided when the appropriate charges have been laid.

This event will have a profound impact on our Service, on our city, and on all members of the policing community.

It goes without saying that it will be most devastating to the family, colleagues and friends of Constable Northrup. We are doing everything we can to support them at this time.

I wish to thank the community for its support. The strength, character, and resilience of our members, and the entire policing family, will be needed and I have every confidence this will be the case as we navigate our way through this senseless and devastating tragedy together.

The Toronto Police Service has charged a man in connection with the death of a serving officer.
Umar Zameer, 31, has been charged with:

1) First-Degree Murder


He appeared at Old City Hall on Tuesday, July 2, 2021. He was remanded in custody until his next court appearance at Old City Hall on Friday, July 23, 2021, at 2 p.m., room 112.

Homicide is leading the investigation and are urging anyone who had a vehicle parked in the underground at 100 Queen Street West, below Nathan Phillips Square, to check their dash-cams and contact investigators at 416-808-7400.

There are no outstanding suspects.

There is a publication ban in place and no further details can be released at this time.

''On the day a police escort accompanied Const. Jeff Northrup’s body to a Thornhill funeral home, the widow of another slain Toronto Police officer offered her support to his grieving family.

“It’s a very tough time. It’s going to be non-stop with planning the funeral, just everything you have to go through,” said Christine Russell, who lost her husband — Toronto Police Sgt. Ryan Russell — a decade ago when he was run down by a mentally ill homeless man in a stolen snowplow.
“My heart goes out to them, all my love and support, and if and when they want to reach out, I’ll be there,” she added Sunday.''

“Jeff and his wife were involved in scouting with us,” said Manning.

“She’s in shock. It was 31 years with no issues, and now he’s gone. He and his wife had a wonderful marriage,” she added. “And to find out how it happened, was even worse. How could somebody run (someone over)? It was devastating.”

Visitation open to public Sunday night for Toronto officer killed in line of duty
''TORONTO - Members of the public will have the opportunity to pay their last respects this evening to a Toronto police officer who died in the line of duty.

Toronto police say the public can attend a visitation for Const. Jeffrey Northrup from 6 p.m. to 9 p.m. at the Kane-Jerrett Funeral Home in Thornhill, Ont.

A funeral is set for Monday at BMO Field at Exhibition Place.''

''The lawyer for the man accused of first-degree murder in the death of a Toronto police officer in July told Ontario Superior Court Thursday that statements made by the police and politicians after his client was granted bail are putting his client’s right to a fair trial at risk.

The solution, according to lawyer Nader Hasan, is to release a portion of the reasons for the bail decision to release Umar Zameer — saying that’s the only way to restore balance from assumptions and inaccurate information released in the case.

“It’s important to correct the mischaracterization. It’s meant to be corrected, not to gain strategic advantage, but to restore that baseline equilibrium that ought to exist to ensure a fair trial,” Hasan told Justice Jill Copeland in the hearing Thursday.''

''But in a decision in September, Justice Jill Copeland ordered Umar Zameer released on $335,000 bail, with electronic monitoring, and a restriction from operating a motor vehicle.

That decision was panned by Ontario’s premier Doug Ford, who said in a tweet that the decision is “beyond comprehension… our justice system needs to get its act together and start putting victims and their families ahead of criminals.”

Toronto’s Mayor, John Tory, wrote, “It is almost impossible to imagine a circumstance in which an accused in a case of first-degree murder would be granted bail.”

Judge denies request by man accused of killing Toronto cop to have pub ban lifted | The Star
''TORONTO - A judge has denied a request to partially lift a publication ban in the case of a man accused of killing a Toronto police officer, but says the anticipated evidence “paints a very different picture” than what some politicians and the chief of police have said about the matter.

Umar Zameer, who made the request to alter the ban late last year, has been charged with first-degree murder in the death of Const. Jeffrey Northrup.

The 55-year-old officer died on July 2 after being struck by a vehicle as he was responding to a report of a robbery in a parking lot at Toronto City Hall. At a news conference later that day, Police Chief James Ramer called what happened an “intentional and deliberate act” – comments Zameer’s lawyer took issue with.''

Chief of Police James Ramer will be in attendance and will join the Mayor of Brampton, Patrick Brown as well as Detective Constable Northrup's wife, Margaret Northrup.

Detective Constable Northrup, who lived in Brampton, was killed on July 2, 2021, after responding to a robbery call.

''Fortunately, the forensic pathologist presented no disturbing photos of the injuries he documented on Northrup. Instead, the jury was shown stock images of a skeleton marked with the locations of all Northrup’s bone fractures and dislocations. The diagram of his rib cage alone had more than two dozen of the red indicators.

In addition to his multiple broken ribs, Hickey said Northrup had a fractured spine, collarbone and pelvis. Both shoulders and arms were broken; his right knee was dislocated, his right leg was fractured in numerous places.
Internally, Northrup had bleeding in his chest cavity, his lungs were bruised and his liver and spleen were torn.

Sobs of relief and frustration erupted in a Toronto courtroom Sunday as a man accused of fatally running over a city police officer was found not guilty in his death.

Umar Zameer appeared to collapse when the verdict was read out on the fourth day of jury deliberations, leaning on his lawyers for support before rushing to his wife for a long and tearful hug.

'My deepest apologies': Judge offers rare apology to Umar Zameer after trial sheds new light on case


A notably different version of events than what was first described by police and politicians came into focus over the course of Umar Zameer’s five-week murder trial in Toronto, culminating in a rare move by the presiding judge.

After a jury acquitted Zameer of the first-degree murder charge he faced in connection with the death of Toronto Police Det. Const. Jeffrey Northrup, Justice Anne Molloy offered the 34-year-old an apology for his troubles.

“Mr. Zameer, you’re free to go, sir,” Molloy told him in the courtroom Sunday. “You have my […] deepest apologies for what you have been through.”
