Canada- Two police officers have been killed while responding to a call, Edmonton, Alberta, 16 March 2023

''EDMONTON—The Star has identified the teenager who shot two Edmonton police officers as Roman Zoltan Shewchuk — a 16-year-old who a family friend says was “very troubled” and seemed to be struggling.

''The shooting last week claimed the lives of Edmonton constables Travis Jordan, 35, and Brett Ryan, 30.

Shewchuk’s mother, Katya Nod, 55, was also shot during the altercation. She was said to be in stable but serious condition, but no public update has been given since a police media conference Friday.''

Oddleifson, a policy researcher, characterized the interactions between the family and the health-care system as “constant.”

“She tried very hard to be a great mother to all three of her children, but it was certainly strained with her youngest,” he added.

Few details can be gleaned from Shewchuk’s online presence. He has a handful of Facebook friends with a profile suggesting that he enjoyed video games.

Other details about the family situation are sparse. Darlene Blyan, Nod’s neighbour, said she believed Nod came to Canada from Ukraine years ago, but Oddleifson said she had been living in Ukraine and moved to Canada more recently, after the recent Russian invasion of Ukraine.

“Her family had been here prior, but, you know, she’s a single 55-year-old mother of three and she had been trying to convince her mom to leave Ukraine; her mom was staunchly staying. She wouldn’t leave the homeland,” he said.''

If she is a single mother, then the "father" is either a boyfriend of the mother, a stepfather or a grandfather? Maybe none of the above? There are missing pieces in this puzzle.
 

“……Officers are still investigating the motivation behind the shootings and are searching the youth’s phone and computer.

“How the youth got the firearm is of paramount importance. How did a 16-year-old obtain this gun?” Laforce said.

Police also revealed additional information about the youth’s prior contacts with the mental health system.

According to Perka, members of a Police and Crisis Response (PACT) Team, which pairs police officers with mental health professionals, apprehended the youth in November under the Mental Health Act.

“The youth was then transported to the hospital for an assessment,” Perka said, adding he does not know what happened after that assessment.

He said it is unclear whether Ryan and Jordan were aware of the youth’s previous mental health issues.

“We know what information was available to them as they approached the address but we’re unable to confirm any conversation or details of the conversation they had with the mother,” Perka said. “We do know that they did meet with the mother prior to attending the suite together.”……”

Good point! So whoever the 73 year-old is, I wondered if he was disabled or even bedridden as it seems he was in another room throughout the entire altercation. Either that or he already had reason to fear for his life…..
 
About PACT……unless the person agrees to follow the treatment plan, err “appropriate action”, that the mental health therapist and police officer create it’s all a big waste of time. In this case it appears the 16 year old wasn’t immediately red flagged as a possible suspect even back when the shooting at the Pizza Hut occurred.

The two patrol police officers needlessly lost their lives because they walked into a dangerous situation without appearing to know any background information. I imagine this has become an urgent concern of every police officer on the job. It should never happen IMO.

Police officers are not mental health professionals; however, the Mental Health Act does not grant mental health therapists the authority to apprehend individuals suffering from a mental health crisis and transport them to a designated facility; this is granted to peace and police officers. To properly serve our citizens who need mental health support, EPS leverages co-responding, multi-disciplinary units like PACT, to provide clinicians the safest opportunity to respond to mental health calls while giving the addictions and mental health supports our citizens require.

PACT

The Police and Crisis Response Team (PACT) is an Edmonton Police Service partnership with Alberta Health Services' Access 24/7. EPS PACT constables are paired with a mental health therapist from AHS Access 24/7, Addiction and Mental Health. The mental health therapist and the police officer from PACT work together to assess the client's mental health needs and determines the appropriate action (in line with the Mental Health Act and the Criminal Justice System) to support their client.
