Madeline ‘Maddie’ Soto was last seen on Monday, one day after she and her family celebrated her 13th birthday. Maddie’s mother, Jenn Soto, said surveillance video shows Maddie hanging out in a church parking lot on February 26 after being dropped off for school, but she never made it inside.

Jenn Soto said sheriff’s deputies are using K9s and a piece of Maddie’s clothing to try to track her scent near Town Loop Boulevard.

ORANGE COUNTY, Fla. — A large search party gathered Wednesday morning to look for a missing 13-year-old girl in Orange County.

The Orange County Sheriff’s Office said a variety of teams, including more than 50 members of its Emergency Response Team, are searching for the missing girl in the area of Osprey Park.

Madeline "Maddie" Soto is a 13-year-old girl who was reported missing this week. She was reported missing on Tuesday after she was last seen at around 8:30 a.m. on Monday in the area of Town Loop Boulevard and Hunter's Park Lane in Orlando.

She had just celebrated her 13th birthday with her family on Sunday, her mother Jenn told FOX 35. Surveillance video shows Soto hanging out in a church parking lot on Monday after being dropped off for school, but she never made it inside, her mom said

In an update, Mina shared that deputies were able to access Soto’s phone and found that the girl had told people she “wanted to live in the woods when she turned 13.” According to NBC affiliate WESH, Soto had just turned 13 on Feb. 22.

“This is every parent’s worst nightmare,” Mina said.

The sheriff added that initial search efforts to find the girl were rendered unsuccessful so far.

“We will not stop until we find her,” Mina said.

“Through the work of our Digital Forensics Unit earlier [Wednesday], detectives discovered images and videos that were criminal, and sexual in nature,” the sheriff’s office said.

Detectives learned the alleged crimes were committed at the family home in Kissimmee.

The phone’s data showed that Sterns allegedly attempted to delete evidence, according to the sheriff’s office.

“Stephan Sterns had an opportunity tonight to come clean with detectives and help lead them to information about Maddie’s disappearance,” Mina said in a statement. “Her loved ones deserve answers and OCSO and the Kissimmee Police will not stop until we find Maddie.”

Sheriff Mina said Soto was dropped off near Peace United Methodist Church on Town Loop Boulevard, a half-mile from the school.

It remains unclear why she was dropped off at this location, but Sheriff Mina said she was possibly "embarrassed" by her vehicle and asked her mom's boyfriend to be dropped off there.

During the investigation into Madeline’s disappearance, Orange County Sheriff’s Office detectives discovered disturbing images when they forensically examined Sterns’ phone. A review of the phone’s data revealed attempts to delete evidence,” the Sheriff’s Office stated.

The Sheriff’s Office stated that Sterns tried to delete the videos and photos on his phone. When questioned by detectives, he asked for an attorney, authorities stated.

MAJOR DEVELOPMENT in the case of missing 13-year-old Madeline Soto:
This evening, the Kissimmee Police Department, working in conjunction with the Orange County Sheriff’s Office, arrested Stephan Sterns, 37, for sexual battery and possession of child sexual abuse material.
Stephan Sterns is the boyfriend of Madeline’s mother, and the last confirmed person to see her on the morning of Monday, February 26.
During the investigation into Madeline’s disappearance, Orange County Sheriff’s Office detectives discovered disturbing images when they forensically examined Sterns’ phone. A review of the phone’s data revealed attempts to delete evidence.
Through the work of our Digital Forensics Unit earlier today, detectives discovered images and videos that were criminal, and sexual in nature.
Detectives then were able to determine that those crimes were committed at the family home in Kissimmee, and they immediately notified Kissimmee Police. At this time, KPD detectives are the lead on the sexual battery case, working alongside members of our Criminal Investigations Division.
OCSO is still actively investigating Madeline’s disappearance and Sterns is considered the prime suspect at this time.
This afternoon, Sterns was brought to OCSO Central Operations where he was interviewed by Kissimmee PD and OCSO detectives. He invoked his right to an attorney and was placed under arrest and transported to jail, where we expect he will be held on no bond.
“Stephan Sterns had an opportunity tonight to come clean with detectives and help lead them to information about Maddie’s disappearance,” said Sheriff John Mina. “Her loved ones deserve answers and OCSO and the Kisssimmee Police will not stop until we find Maddie.”
The search for Madeline continues.

All from the emergency warrant request:
  • Sterns was in custody at the time of the warrant request
  • Sterns' home address is on Santa Maria Drive
  • <Redacted> was reported missing by their mother 2024-02-26 at approximately 8:00 pm
    • This is presumably Madeline. Where it is not clear, I will say <Redacted>, where I think it can be safely inferred, I'll say <Madeline>. It is possible that all <Redacted> mentions are Madeline, but unknown at this point.
  • The mother reportedly said that Sterns picked her daughter up on the morning of 2024-02-26 and dropped her off at school
    • To me, this phrasing implies that the daughter was not residing at Santa Maria Drive
  • When the mother went to pick her daughter up at the end of the day, she learned her daughter did not attend school that day
  • Sterns reportedly said he dropped <Madeline> off at a church (13502 Town Loop Blvd, Orlando) down the road from the school (13400 Town Loop Blvd, Orlando) at 8:40 am, 50 minutes before school
  • Sterns gave consent for his phone to be searched and reportedly said he accidentally performed a factory reset 2024-02-26
  • Police canvassing indicates it was unusual for <Madeline> to be dropped off at that location and to be out of contact with friends and family
  • Sexual battery and possession of CSAM is alleged to have occurred between 2022-03-20 and 2023-12-30
    • This is likely dates found in metadata from the photos and videos
  • Spoiler: Sexual abuse images and videos found on Sterns's phone
  • Spoiler: The perpetrator in the photos and videos has a distinguishing feature
  • The detective notes seeing different clothing and bedding in the photos in the videos. There is a long redacted portion after this.
    • It may be that this clothing and bedding allowed the detective to identify the location of the photos, which we know from other reporting has been identified to be the Kissimmee house
  • Trying to assemble some facts here because a lot is going around
    • Sterns resides at the Santa Maria Drive address I mentioned at the Venetian Bay Villages (Emergency Warrant Request) (WESH)
    • LE has Maddie's phone, which was left at home (Fox 35)
    • Jenn says Maddie has ADHD and is very forgetful and would sometimes leave her phone at home (Fox 35)
      • Jenn later clarifies that Maddie was once diagnosed with autism, but she was re-evaluated a few months ago and the doctor said she had traits associated with autism, but was not autistic, and they confirmed the ADHD diagnosis. She also mentions anxiety.
    • Maddie told her friends she wanted to live in the woods after she turned 13. This information was found on her phone (Fox 35)
    • According to the Sheriff's office, Maddie was last seen wearing black shorts, a green sweatshirt, and white crocs. It is unclear how this is known (WESH)
    • Maddie may have her school laptop with her, but according to Jenn the school has attempted to ping it and it is off (Fox 35)
    • Jenn says Maddie's birthday was celebrated on Sunday, and Maddie wasn't on her phone or laptop after that before going to bed (Fox 35)
      • It's unclear if this means that Maddie didn't have access to her phone or laptop or if Jenn just didn't see any extended conversation
    • LE reports Sterns said Maddie had him drop her off a few blocks from school, at the Peace United Methodist Church (Emergency Warrant Request) (WESH)
      • I've seen a few references to the church being on the other side of the highway from the school. While this is technically true, the school and church are on the same road which crosses under a highway. The walk between the two has a sidewalk with several feet of grass between the sidewalk and the street. (Google Maps route)
    • "Investigators" say Maddie was last seen near Town Loop Boulevard and Hunters Park Lane at 8:30 am (WFTV)
      • This is right next to Peace United Methodist Church but not necessarily the same as the church
      • It is unclear how she was seen or who she was seen by
    • LE reports Maddie's mother Jenn came to pick her up after school at 4:30 pm and found out she did not attend school that day (Emergency Warrant Request) (WESH)
    • Jenn drove around to look for Maddie after this, thinking she may have walked to Jenn's mother's office nearby. She then contacted Maddie's friends who also hadn't seen her, and emailed her teacher who confirmed she hadn't been in. (Fox 35)
    • According to Jenn, she then went back to the school which was at this point closed
    • Sheriff John Mina says deputies met Jenn at the school, where she filed a missing persons report (WFTV)
      • No time is specified
    • The warrant request says Maddie was reported missing at around 8:00 pm (Emergency Warrant Request)
  • On surveillance of Maddie:
    • Jenn says she was seen hanging out in the church parking lot for a few minutes before walking toward the school (Fox 35 video)
    • Jenn says the video was a surveillance video from Peace Church, but that she was not allowed to see the video and that they wouldn't show the video to anyone (Fox 35 video)
    • Jenn says her "sister was at the location and they were letting her know what they saw on camera" (Fox 35 video)
      • It is not specified what the location is or who "they" are. Possibly the church/church officials, possibly the Sheriff's office/deputies
    • Sheriff John Mina says they obtained grainy surveillance footage but can't confirm it (Wednesday press conference)
      • I haven't seen more on what this means. Perhaps there is a person matching Maddie's description at the correct time, but they can't identify her face?

Madeline Soto search: Mother’s boyfriend performed factory reset on phone, report shows

According to the arrest affidavit, family and friends said it was unusual for Madeline to be dropped off down the street.

An arrest affidavit stated Stearns voluntarily handed over his phone to investigators, telling them he had "accidentally performed a factory reset" on the device the day Soto was reported missing.

During an interview with Jenn Soto on February 27, Stearns can be seen in the background fidgeting with his hands and cracking his knuckles.

"That’s a way to release tension," said Susan Constantine. "The point is tension is one of the 27 points of interest. Points of interest that can lead to possible deception or suspect behavior."

"How frustrating is it when you have a prime suspect who is refusing to play ball, or give up information, or just answer questions," asked FOX 35’s Hannah Mackenzie.

"It’s especially frustrating in cases involving children because it just seems so right in human nature to tell everything you know," Nutting responded. "This is a truly innocent victim. Maddie is a young girl who did not live a high-risk lifestyle, and she’s apparently with this monster, and it’s just frustrating. Why can’t you tell us what happened? Let’s resolve this case and bring Maddie back home."
