Circumstances of Discovery
The victim's skeletal remains found on side of roadway at the Homestead extension of Florida Turnpike.

The body had been wrapped in a plastic bag and attached to an anchor. Investigators believed the skeleton had been buried elsewhere before dumped in the canal days before investigators found it.

Robert Allen Meredith was said to have sent letters from Florida after dissapearing. No mention of a drug problem or any medical condition that would need the syringes.

I don't think this is Robert Meredith as his Namus says he was 6'1 to 6'2" whereas this UID is estimated at 5'5.
There are no ruleouts listed in Namus for UP5822.
I note that while DoeNetwork says PMI is "months prior" Namus says "years"
