I sent an email to someone I know that works at the Salvation Army in Tampa. He has a facebook acct. and he was also homeless himself a few years back. He may be able to help, I will post his reply when I get it.

I bounced on and off the streets for about ten years mostly here in Tampa.Very familiar with homeless camps and the people, still know and run into some of the them. This guy is kind of an odd case. It takes a certain amount of time on the streets to earn a nickname like Preacher man, and how he never had his I.D. run by the cops or never had been arrested is nearly impossible. I know where the homeless camps are on 56th and Hillsborough ave and so do the cops. They pretty much hassle the homeless and run I.D's relentlessly. If he's not in the system and no one knew his real name that was probably the end of it. I've met people from all over the country on the streets that bounce through Florida and I couldn't tell you any more than a first name or nickname for any of them. Some I've known for years! He doesn't look familiar to me, but I'll show his picture to the intake counselor and house manager at the rehab, they never forget a face. You never know I've seen some pretty amazing and bizarre things happen working there. I'll let you know one way or the other.

As much as I would like Gordon Page to be found, there are some suspected links between autism spectrum disorder (what they're calling it this week) and atheism/agnosticism, so I doubt he'd have ended up with the nickname "Preacher Man." Of course, not everyone on the spectrum is an atheist, and the more profound the autism, the more likely it is to complicate the ability to comprehend religion, so this is not a definite rule out.

Autistics tend to be extremely literal, in fact, the inability to comprehend idiomatic expressions is one of the most obvious signs in children who are extremely high functioning autistics. This is believed to contribute to an inability to comprehend "God" in some cases.

I wonder if the weight listed was of him when they found him in a state of decomposition as 95lbs at 5'7" is VERY thin.

He apparently has a large surgical scar in his groin area from being impaled in a tree-trimming accident. This would be consistent with a testicular implant.

Dover, where he's missing from, is only like 15 miles from where the UID was found (https://goo.gl/maps/McHkRjzShzP2). Could he have been living that close to home and never run into anybody he knew? Possible in a city that large, I guess.

Charley Project mentions he's missing part of a finger; the UID's Namus doesn't mention anything about that. Lack of mention doesn't mean lack of information though.

They both have DNA. It OUGHT to have been picked up automatically.

The groin injury is compelling.

I think you ought to submit this one to be checked by hand.
 
According to Doe Network, hot case 2290 and William Staggs do not appear to have been compared before.

Re: 95lbs. I think that since he is described as being partially skeletonized in NAMUS, and his weight was measured at 95 lbs when he was recovered, this man was not 95 pounds in life.
 
Michael Phillip Proctor had a large scar on unknown thigh but no other info. An accident sometime after 2000 is mentioned but no info if the 2 are related. Or even what type of accident. A little taller at 5'8" to 5'10". Nothing points to him being in FL but it appears he moved around.

I see similarities..and people supposedly get shorter as they age?!
