I'd been looking for quotes from Janette Fennell, founder of http://www.kidsandcars.org/history.html I found one I this New York Times Article:

Few cases involving a child’s death in a hot car draw as much sustained attention as Mr. Harris’s. Janette Fennell, the president of the safety advocacy group KidsAndCars.org, said that statements by law enforcement officials indicating that Mr. Harris had acted deliberately were what set the case apart.

“It’s so horrific to begin with, but it would have been more like a normal case if law enforcement had just said it was doing an investigation,” Ms. Fennell said.
 
Also, I guess this can go here. Gene Weingarten won a 2009 Pulitzer Prize for this article about families who've left kids in hot cars. Some were prosecuted and others were not. Clearly the cases in his piece are different from Cooper Harris's death, or, at least the investigators have reason to think so, but nonetheless, this is great insight into how and why these cases are prosecuted in some jurisdictions and not in others (title is linked):

And, Gene, I mean, it seems like prosecutors, it really depends on the local prosecutor, whether or not a parent is charge in a case like this.

WEINGARTEN: Yes, absolutely. In fact, in most jurisdictions, the laws are essentially the same. And in most of these cases, you have almost identical fact patterns but it turns out that roughly half the cases are prosecuted as a crime and half are -- they're dismissed as what they really are, which was a terrible, terrible accident.

COOPER: Lyn, just briefly, do you have recommendations for parents to prevent this from happening?

BALFOUR: Absolutely. One of the things that we are now educating a lot of parents, thanks to organizations and corporations like Pet Smart, provide little toys or stuffed animals that we put cards on and we tie around their neck and we give them to newborn parents, we give them to grandparents, we give them to aunts and uncles who don't have the children very often. And it has a set of rules on how to ensure that you don't accidently forget your child.

New documents released on Friday showed that Justin Harris had given his family grim instruction on what they'd have to do to collect on an insurance policy on the boy's life from his cell.
