Welcome back to the Delphi Murders discussion thread.

On the afternoon of Feb. 13th, 2017, best friends Abigail Williams and Liberty German were dropped off at a bridge in the town of Delphi. On Feb 14th their bodies were discovered around noon about 50 feet from the north bank of Deer Creek which is about 0.5 miles from the bridge.
The Sheriff's office gave a press conference on 4/22/19 and we have some solid information. Please take a look below

- Members are allowed to discuss Richard Allen's voice as heard on the Gray Hughes podcast. Members may NOT link directly to RA's wife’s social media accounts.

- Speculation about RA’s possible involvement in other cases belongs in the OTHER CASES thread.


- Speculation that is not based on known fact is not allowed.

- Please use initials only for anyone other than victims or perps.

- If you have questions about rules or moderation, please do not ask them on the thread. Just jump off any post to use the Report feature to ask and a Mod or Admin will respond as soon as possible.

This is an example of an article and subject matter that may be brought up for discussion on this thread. This pertains to KAK and Abby’s and Libby’s cases. Gray Hughes has obtained Richard Allen’s voice from social media that we would not normally approve, so here’s how we are going to handle this. This is really a Gray area (yeah, I said that ;))

Obviously as RA is the accused, his voice is of great interest to all, and we would not be relevant in the true crime community if we disallowed it when it is so highly relevant.

After discussion with Tricia, the decision is that we will allow members to fully discuss the voice as heard on Gray’s podcast.


We will NOT allow direct linking to the wife’s social media accounts.

The article RA's atty noted in the motion:

In a federal complaint, Vermillion said that starting in 2009, he was housed in isolation for 23 to 24 hours a day at the Westville Correctional Facility. There, Vermillion said, he was subject to extreme cold, constant strobe-lighting and mace fumes, among other conditions.

Under Indiana law, a person can spend a maximum of 30 days in restrictive status housing, also known as solitary confinement or segregation, after which authorities must review whether the prisoner should remain there.

Attorney Shay Hughes, aka hoosierpublicdefender on Twitter, chimed in on this motion yesterday. He put a copy of it on his Instagram acct. At the end of the motion, he also added a copy of the Carroll Co. sheriff's request to have RA moved.

The fact that RA was transferred with no council and no hearing sounds problematic to me.
 
I doubt moving Richard Allen to a new facility across the street from his attorneys' office is the answer to RA's problems.

IMO moving Allen to a facility near his attorney so he can more easily assist in his defense and so his attorneys can better prepare a defense is a "no-brainer" and should be be done ASAP, IMO.

If that were to happen as a no-brainer, every inmate in jail would want to be moved. It should be fair and impartial for/against any inmate IMO.

In Carroll Co., the public defender is paid $100 per hour. How much of a travel bill can he rack up before people object? Baldwin is based in Franklin, south of Indy.

MOO a fairer comparison would be anyone in custody (he is not yet an inmate) awaiting trial for a death penalty eligible
charge, not be housed where it creates hardship/limitations on the defendant and defense's ability to prepare for trial.
The long-term goal being a conviction at trial with limiting grounds for appeal.
I don't think this applies to many in custody or inmates.

I think we’re forgetting RA was moved to a State facility for his own protection. Had he been violently attacked, well what then, more blame.

The defence was appointed last November and suddenly if it’s all about convenience for preparing a defence why wasn’t that an issue at the onset? Both parties are in the same place as they were back then.

I’d speculate there’s another reason behind this motion and it’s connected with consultation, that is to gauge the public perception and support toward RA alone now that the public wrath toward KAK being the instigator is lessening.

From the filed document linked above:

"Mr. Allen, who is constitutionally innocent man and maintains his factual innocence as well, has not been afforded any opportunity to visit his Wife or other family members during the last months of incarceration during which time he has been subjected to conditions akin to those of prisoner of war."

IMO opinion, RA's attorneys made an error in writing the above statement. Because even if RA was incarcerated in the most liberal jail in Indiana, he would still not be " afforded any opportunity to visit his Wife or other family members". I think they meant to say RA's wife/family members have not been afforded any opportunity to visit RA.

Did Allen's wife/family attempt to visit RA and were denied? It does not say that.

Perhaps Allen's wife/family did not even try to visit Allen? If so, is it because the Westville facility is too far from where they live? Or is it because they have looked at the "Bridge Guy" tape anew and realized that "Bridge Guy" indeed is RA? Perhaps they have no desire to visit the murderer of Abby and Libby?

Will we perhaps read one day soon that RA's wife has filed for divorce? Or will that only come after/if he is convicted?

Just speculation and my opinion only.

His legal team asks for him to be moved without a hearing so I don’t think that’s an issue.

What I do question, if they’re concerned about RA, how do they expect him to “assist his legal team in addressing his mental health concerns“?

Attorney Rozzi believes an emergency exists and time is of the essence based upon the dramatic change in Mr. Allen's condition, including his change in demeanor, change in appearance, and change in his overall mental health status, and respectfully requests that this Honorable Court modify the Safekeeping Order (as permitted by LC. 35-33-11-1) and order Richard Allen to be transported and housed at the Cass County jail or somewhere nearer to his family and lawyers, and to do so without a hearing, or (in the alternative) to conduct a hearing as soon as possible before Mr. Allen is placed in further jeopardy due to his current placement, and also so that Mr. Allen may assist his lawyers in addressing Mr. Allen's mental health concerns as well as allowing Mr. Allen to participate in the preparation of his defense, and for all proper and just relief in the premises.”
