    New 'Face' of the Delphi Murder Suspect

    Delphi, Indiana - Early this afternoon Indiana State Police Superintendent Doug Carter spoke with members of the Delphi community and interested media to share the change in direction of the Delphi double murder investigation of Abigail (Abby) Williams and Liberty (Libby) German. This investigation has been ongoing since the discovery of the girls bodies, the early afternoon of February 14, 2017, in a wooded area near the Delphi Historic Trail, about a half mile upstream from the high bridge.

    Today, a new sketch of the suspect, appearing to be in his mid-twenties to mid-thirties and believed responsible for the murders of the girls, was shared with the Delphi community and media. As the investigation has progressed, information has been continuously reviewed and examined and this sketch more accurately depicts the face of the suspect from the video recorded on Liberty German's cell phone while she and Abigail were on the High Bridge.

    Also shared with the Delphi community was more of the audio, as well as previously unreleased video from Libby's phone. The sketch, audio and video footage can be viewed at this Indiana State Police website link: ISP: Delphi Homicide Investigation

    As Superintendent Carter said today, "We have a witness. You made mistakes. We are coming for you and there's no place for a heartless coward like you to hide that gets his thrill from killing little girls."

    This investigation has been a priority of the Multi-Agency Task Force since the first day of the investigation and will continue to be a priority for all participating law enforcement agencies.

    Police: Delphi killer 'hiding in plain sight' as new images released

    Indiana State Police say they are looking for the driver of a vehicle parked at the old CPS/DCS/Welfare building that was abandoned on the east side of CR 300 N next to the Hoosier Heartland Highway between noon and 5 p.m. on February 13, 2017. That's the day 14-year-old German and 13-year-old Williams went missing. Their bodies were found the next day just out of sight of the bridge. Police did not give a description of the vehicle.

    Suspect in Delphi girls' double murder may be 'hiding in plain sight,' police say

    The male suspect is believed to currently or previously live in Delphi, work in town or visit on a regular basis, Indiana State Police Superintendent Douglas Carter said at a news conference.

    He's believed to be between 18 and 40 years old, Carter said, but may appear younger than his age.

    'We believe you are hiding in plain sight," Carter said at the news conference, and even "may be in this room."

    "We likely have interviewed you or someone close to you," he said.

    The never-before-seen video recovered from Libby's phone shows the suspect walking on the bridge near where the girls were last seen.

    "When you see the video, watch the person's mannerisms as they walk," Carter said Monday. "Do you recognize the mannerisms as being someone you might know?"

    On Monday, police released additional portions of the audio recording from Libby's phone.

    While it is hard to decipher what is said in the clip, Carter said, "The person talking ... is the person on the bridge with the girls... please listen to it very, very carefully."

    Carter said the investigation has shifted in direction. They now believe they're looking for someone who lives in Delphi or used to live in the city. He also said investigators were looking for the owner of a vehicle found abandoned on the east side of County Road 300 North next to the Hoosier Heartland Highway between 12 p.m. and 5 p.m. The vehicle was parked at the old CPS/DCS/Welfare building, police said.

    "The result of the new information and intelligence over time leads us to believe the sketch is the person responsible for the murders of these two little girls," he said. "We also believe this person is from Delphi--currently or has previously lived here, visits Delphi on a regular basis or works here."

    Carter said the suspect is between the ages of 18 and 40 and may look younger than his true age. He also had a message for the killer.

    "We believe you are hiding in plain sight. For more than two years, you never thought we'd shift gears to a different investigative strategy, but we have. We likely have interviewed you or someone close to you. We know that this is about power for you, and you want to know what we know," Carter said. "One day, you will."

    ISP Superintendent Doug Carter said the investigation into the 2017 killings of Libby German, 14, and Abby Williams, 13, has now shifted to focus on someone who lives in Delphi, Indiana or used to live in the city located about 60 miles northwest of Indianapolis.

    Carter addressed the person responsible for the unsolved Delphi murders in the context of "The Shack," a religious-themed story adapted from a 2007 novel by William Paul Young.

    “I recently watched a movie called 'The Shack.' There’s also a book that talks so well about evil, about death and about eternity," Carter said. "To the murderer, I believe you have just a little bit of a conscious left. And I can assure you that how you left (German and Williams) in that woods is not what they’re experiencing today."

    Police sort through more than 1,000 tips after releasing new information in Delphi murders
    After the release of a new sketch, additional audio and new video in the investigation of the 2017 murders of Abby Williams and Libby German in Delphi, Indiana State Police (ISP) say more than 1,000 new tips came in within 24 hours.

    On Tuesday, state police said they've gotten more than 800 email tips, more than 150 phone tips to the tip line and more than 50 tips phoned directly to police agencies.

    Anyone with tips can call the tip line at 844-459-5786 or send an email to abbyandlibbytip@cacoshrf.com.

    State police say if you send in a tip, include as much information as possible in the tip and include your name and phone number. Your contact information will remain confidential.

    Investigators noted they are not asking for investigative suggestions. They're focused on tips on the suspect's sketch.

    Indiana State Police releases clarification points on Delphi murder suspect

    Their Multi-Agency Task Force provided the following points of clarification after Monday’s informational news conference:
    • A car was parked in the abandoned CPS building parking lot between the hours of noon and 5:00 p.m. on February 13, 2017
      • We are looking for anyone who could give a description of vehicles that were in the parking lot during the time
    • The location of the abandoned CPS building was 6931 West 300 North, Delphi, IN
      • The building has since been demolished and the lot is vacant
    • The Multi-Agency Task Force is seeking tips and information about how the subject depicted in the sketch is linked to the Delphi area.
      • The Task Force is not asking for investigative suggestions
      • Tips on the suspect sketch are our main interest
    • When sending a tip to the abbyandlibbytip@cacoshrf.com email address, please do not leave just a name and number to call
      • Provide specific tip information in your email
      • Please include your name and contact phone number
        • This is for investigators to follow up if they need clarification on your tip
        • Your contact information will remain confidential

    'New' Delphi suspect sketch was drawn days after murders of 2 Indiana girls, artist says

    “A sketch police believe may depict the face of the killer behind the 2017 slayings of two girls in Indiana and that was released to the public on Monday was actually drawn two years ago -- just days after the victim's bodies were discovered.”

    “The sketch artist with ISP who drew the face, Master Trooper Taylor Bryant, told the Indianapolis Star the picture presented as being new Monday had in fact been drawn Feb. 17, 2017, three days after the bodies of the two girls were discovered.

    In vague terms, Bryant told the Star the image was based on the description of a man by a witness who reported seeing something they felt needed to be reported. The sketch is a "ballpark estimation of what the person looks like."
