A suspect shot at police near a home on the 12600 block 33rd Avenue South before 6 a.m. Sunday, which resulted in the deaths of two officers and a first responder. A police vehicle at the scene has at least six bullet holes in the windshield.

Authorities are expected to hold a press conference at 4 p.m. [Central Standard Time] on Sunday. In a statement, the city said, "There is no ongoing threat, but due to the nature of the incident and the need to inform individuals and families involved, a statement will be provided at the media briefing with additional incident details."

Other officers were reportedly injured, Walz said, but details on their conditions were not provided.

The Burnsville Police Department confirmed to NBC News there was an “active scene” but did not provide additional information. NBC News affiliate KARE reported that police have been gathered in the Burnsville neighborhood since early Sunday morning.

City officials identified the slain officers as Paul Elmstrand and Matthew Ruge, both 27. Adam Finseth, 40, a firefighter and paramedic for the city since 2019, also was killed.

Elmstrand, a member of the department’s mobile command staff, joined the department in 2017. Ruge was hired in 2020 and was part of the department’s crisis negotiations team and was a physical evidence officer.

Another police officer, Sgt. Adam Medlicott, was injured and being treated at a hospital with what are believed to be non-life-threatening injuries, the city said.

As the bodies of the dead left a hospital, officers saluted, before they were taken in a convoy to the medical examiner’s office. Medical staff watched in scrubs.

“We’re hurting,” said Police Chief Tanya Schwartz. “Today, three members of our team made the ultimate sacrifice for this community. They are heroes.”

Neighbors were startled awake by loud pops about an hour before sunrise.

Alicia McCullum said she and her family dropped to the floor, uncertain whether the noise was gunshots. She and her husband peered out of their sunroom and saw squad cars and a phalanx of police officers.

“I didn’t think it was a gunshot at first, but then we opened the windows and we saw police everywhere and police hiding in our neighbors’ yards,” said McCullum, who lives two houses down from the source of the commotion.

“Then there were three more gunshots,” she said. “It was like a bunch of fireworks.” That’s when she and her husband and two children sought safety in a bathroom and dropped to the floor. They prayed.

McCullum said she was relieved to see a woman and children escorted out of their home. “We’re so thankful for those police officers that risked their lives to save those kids,” McCullum said.“And my heart goes out to that mother.”

Evans said the medical examiner would identify the suspect and said autopsies were planned for Monday. There was no indication the home had been a source of troubles in the past.

“There have not been many calls for service at all,” Evans said.

As the investigation unfolded, the neighborhood was ringed with police cars to keep reporters and the public away. A police armored vehicle had bullet damage to its windshield, and Evans confirmed it sustained the damage in the gunfight.

Police scanner recordings on Broadcastify.com capture a rattled man saying, “I need any ambulance,” as he struggled to catch his breath. Someone later could be heard talking about three being loaded into ambulances, uttering the word “critical.” :(

Omg this is literally 5 minutes from my home. I can't believe it. Burnsville is so quiet generally! Definitely going to say some prayers for the victims and their families. How sad.
 
Deceased suspect identified as 38-year-old Shannon Gooden
A man who died after fatally shooting two police officers and a firefighter in a wooded Minneapolis-area neighborhood wasn’t legally allowed to have guns after a previous assault conviction and was entangled in a yearslong dispute over the custody and financial support of his three oldest children, court records show.

Authorities on Monday identified Shannon Gooden, 38, as the man who opened fire on police in the affluent suburb of Burnsville after they responded to a domestic disturbance call early Sunday. The unidentified caller reported that Gooden had barricaded himself in his home with family members, including seven children aged 2 to 15. He was found dead inside the home hours later.

Court records show the state barred Gooden from possessing guns after he pleaded guilty in 2008, aged 22, to second-degree assault with a dangerous weapon. Prosecutors said he threw rocks and pulled a knife on a man in a Burnsville shopping mall parking lot.

Authorities have not provided details about Sunday’s call that led police to Gooden’s home, and it’s not clear exactly how he died. But court records suggest he cared for seven children — the three oldest by one woman, two more with another and that woman’s two children from a previous relationship.

Thank you for sharing! Turns out that this man worked previously as a painter at an auto-shop with some of my husband's current co-workers and they had no clue about any of this. Said he was a nice guy back then. Everybody in town was just shocked.

That's fascinating, I see the domestic abuse in his past and saw the appeals he made for child custody.
Often controlling men just want to win a battle over their ex-wives, they actually don't want custody of their children but rather enjoy that mom is suffering and he doesn't have to pay her child support if he has full time custody.
IMHO I am disappointed the charges for domestic assault, and interference with a 911 call were dismissed!
IMHO I am not surprised he managed to obtain a gun anyway.
IMHO He was a family annihilator, caught in the act, and three good people are now gone.

I won't post it here but I've seen info on social media regarding Sunday's 911 call and it sounds pretty horrific. I wonder if that info will ever be published.

Prosecutors tell WCCO a big part of the investigation is determining how Gooden got the guns used in Sunday's shooting, with a focus on the search for "straw purchasers," or those who buy guns for someone prohibited from possessing them.

Dakota County Attorney James Backstrom objected, writing in a response that Gooden "has had additional encounters with police, involving assaults, disorderly conduct, and numerous traffic violations demonstrating a continued disregard to obey the law."
Her 12-year-old girl then saw something no one should ever have to see.

"He told her he loved her, and then she sat back down on the bed, and that's when he took his life," Torres said.

Torres told WCCO Monday that the mother of Gooden's current girlfriend called 911 before Sunday's deadly confrontation.

In 2017, the mother of at least one of Gooden's children alleged that Gooden head-butted her face -- causing a concussion and black eye -- and threw her down the stairs. The court dismissed the court action because the woman failed to appear in court.

In 2020, the mother of at least three of Gooden's children alleged that Gooden cut her clothes with a knife, causing her to fall down the stairs. She also said Gooden would pull her hair, throw her against the wall, and would let his family members assault her. The woman claimed she believed Gooden was going to kill her, but the court dismissed the court action because the allegations were not proven.

i dont understand why this happened....
Nobody understands why things like this happen, anywhere, to anyone.

Does anyone know if the kids were his, hers, theirs, or some combination thereof, or even cousins or neighbor kids staying over? I realize that most likely, there's no need for us to know but I was just curious if the information was published.
