I used to live in La Mer, the townhouse community where this occurred. It is in Parlin, NJ, one of the nicer areas in that town. There are nearby apartment complexes that are not as nice and more crime ridden, but for the most part La Mer is a low crime community which probably has many cameras posted.

All of our local news mentions nothing warning residents to be on the lookout or to be vigilant bc there is a murderer on the loose. It reads as if the suspect is already known to police. I hope they release more information soon. The latest is a very grainy still shot from a surveillance camera.

”The callers describe hearing gunshots in the neighborhood and seeing Dwumfour’s car crash, according to the recordings released Tuesday. Two 911 callers also described seeing a man dressed in black at the scene.

“I looked out my window, I saw a man shooting into the driver’s side of a vehicle three times and then he ran away. It was far away, he had all black on. He left on foot. He ran into one of the hallways and then the white car crashed into two cars,” one of the callers told a 911 operator.

“The person in the driver’s side of that car is probably not alive,” the caller said.”

While it has been over a month since her death, family members told reporters that police have not shared details of the investigation with them. Few details have been released regarding Dwumfour's murder and no known arrests have been made in connection.

He's got a loooong record, but mostly just traffic violations. There is a felony back in 2016, for entering dwelling house, etc., with intent to commit larceny, assault and battery or other felony.

Police have arrested a 28-year-old man in connection to the murder of a New Jersey councilwoman who was shot 14 times in her car outside her home in February.

"Rashid Ali Bynum, of Portsmouth, Virginia, was taken into custody Tuesday and charged with first-degree murder, second-degree unlawful possession of a handgun, and second-degree possession of a handgun for an unlawful purpose.

From Bynum's phone records, law enforcement discovered ties between him and the Newark Chapter of Nigerian-based Champions Royal Assembly Church, where Dwumfour is said to have worked with Bynum prior to her death.

Though Dwumfour was a Newark native and has family there, she was living in Sayreville as a single mother. She had recently married a pastor who lives in Nigeria.

Witnesses at the time of the fatal shooting said they saw a white vehicle nearby. Law enforcement said they pinpointed Bynum's phone and car, a white Hyundai Elantra, using cellular tower extraction records, the New Jersey Globe reported.

Bynum became acquainted with Dwumfour in 2017 when he lived in the Skytop Gardens Apartments in Parlin."
