Jessie is a beautiful, blonde Canadian girl who came to Las Vegas to celebrate her 21st birthday, she disappeared from where she was living in North Las Vegas at 1009 Cornerstone Place, with an individual by the name of Peter Bertrand Todd, who in Jessie’s naive mind she thought was her fiancé.

The story of Jessie, who was born on May 27, 1984, started in her own country of Canada. While still in high school Jessie met Donald Vaz from Calgary, AB, Canada. In the spring of 2005, he invited Jessie to go on a trip to Florida to visit his mother (a mother who has never left Canada and never lived in Florida).

The brainwashing started with that trip to Ft. Lauderdale and Key West, boating and parasailing on the Atlantic Ocean. After introducing Jessie to the glamour of places like Manhattan, New York and Atlantic City, New Jersey, Las Vegas was the ultimate place — The Entertainment Capital of the World.

Jessie was left in Las Vegas in the company of Richard Barrington Walcott and Ivonne Hebrechten, better known as “Angel,” a well-known prostitute and human traffic recruiter to authorities in Clark County from Merced, California. They then left Jessie in the company of Peter Bertrand Todd who became her boyfriend. Little did her family know that Peter Todd forced her to prostitute herself. Jessie disappeared without a trace and the investigation by the North Las Vegas Police Department was never done properly from the beginning.

''Dateline was unable to locate Peter Todd for comment. Det. McCloud did confirm to Dateline that they do not consider him to be a suspect in Jessie’s disappearance.

“At this point in time, there are no open leads for me to follow,” Det. McCloud said. “If one does come in, it’ll come to me. Unfortunately, there are no new leads for me to follow up on. But I certainly would.”

Jessie’s DNA is registered in NamUs, a database used to match unidentified remains with missing people. As yet, Jessie’s remains have not been matched. “Without a body, definitively, she absolutely could be alive,” Det. McCloud said.


Glendene still feels that her daughter is out there somewhere. “I don’t believe she’s dead,” she told Dateline. “My mom and I have always called it a heartstring: It’s a heartstring that connects you to your children. It’s always there. And I feel it with Jessie.”


Jessie Foster would be 35 years old today. She is described as being about 5’6” and weighing about 115 lbs., with blonde hair and hazel eyes. As we have done every year for the last 15 years, around the 29th of March, the date Jessica Edith Louise Foster, known by family, friends, and all those who love her as Jessie, disappeared from North Las Vegas back in 2006, we rewrite the story to keep her name and face in the news until the date she returns home.

Jessie’s cold case was finally aired by Dateline on national TV. Dateline made contact with detective McCloud with the North Las Vegas Police Department. The detective told Dateline that they do not consider Peter Todd to be a suspect in Jessie’s disappearance.

We hate to disagree with the detective, but we always considered Peter Bertrand Todd the main suspect in the case. Otherwise, how does the detective explain that Todd so suddenly moved to Indiana a short time after Jessie vanished?

North Las Vegas Police never conducted a proper investigation of the house located at 1009 Cornerstone Place, checking for blood or any other sign of criminal activity, considering the fact that Jessie was a victim of a brutal beating by Peter Todd and had to be hospitalized with a broken jaw. Of course, it is more convenient for police detectives to believe the words of just anybody than to spend their time looking for the whereabouts of a young girl they have chosen to label a prostitute.

Foster was one of four sex workers who disappeared in Las Vegas between 2003 and 2006. The bodies of the other three have been found. The Las Vegas Police Department launched an investigation of a person in question, bringing in a forensic scientist to spray luminol onto surfaces at crime scenes to detect invisible blood stains; but found nothing at his property, nor has he been interrogated on her disappearance.[10]

Benjamin Perrin of Vancouver, British Columbia, received a George Ryga Award for Social Awareness in Literature nomination for having written Invisible Chains, a book that prominently deals with human trafficking, and includes the disappearance of Jessie Foster.[11] The documentary "Trafficked No More", features her story and led to some tips to her whereabouts.[12]

On July 26, 2015, the Calgary Sun reported police are investigating if Neal Falls, a man killed on July 18, 2015, in Charleston, West Virginia, may be responsible for the four Las Vegas killings, including Foster.[13]

Her mother, Glendene Grant (born 1957) founded Mothers Against Trafficking in Humans following her daughter's disappearance.

In an effort to find her daughter, Grant has gotten in touch with the Federal Bureau of Investigation, bounty hunters, prostitutes, police officers, psychics, and private investigators.[21]

On the 15th Anniversary of the disappearance of Jessie Foster, Jessie's mother, Glendene Grant sat down with AU4H Radio - Real Talk hosts Donna Kshir, Lee Roberts and Laurie Ann Smith to discuss in depth Jessie's disappearance and why she believes her daughter was sold into sex trafficking. Grant told the Real Talk hosts that the investigation into Jessie's disappearance could have been handled much differently and 'she feels like the lead detective in Jessie's case.' Grant believes if proper measures had been taken by the northern Las Vegas Police Department following Jessie's disappearance there may have had a different outcome and her daughter maybe home by now.

Her mom has recently posted about a woman that got murdered who she knew well and had discussed Jessie's case with frequently. :( She also posted this slideshow video regarding her daughter & her case.

Her parents talked to her March 28 and said, “talk to you tomorrow”, but they have never heard from her again. It turns out her rich boyfriend is not a trust fund baby, as he told her and her family; he is actually a violent pimp with an estranged wife, who is a convicted prostitute, and who has many times threatened Jessie and Jessie’s life. The boyfriend was known to beat Jessica, but her family was unable to get her to leave him. They later found out that he was forcing her into the escort business, which was discovered after she disappeared and her family hired a PI. One of the last things that Jessie told her older sister, Crystal, during the last phone call was that she was packing and ready to leave the man. Crystal warned her to make sure he did not find out, but Jessie said she thought he already knew. Her family never heard back from her again. The police do not have any evidence of foul play at this time, but her family believes otherwise. Fingerprints and dental records are available.

For long-term residents of Kamloops the name Jessie Foster is a familiar one. Jessie was raised in the community, alongside her three sisters, by her mother and stepfather.

Jessie's mom, Glendene Grant, describes the family as regular and happy. They were a family who baked, coloured and played softball together. In 2005, when Jesse was 20 years old, a tragic turn of events began to unfold.

“Jessie was lured to the U.S. by someone offering her a free trip to Florida,” Grant said. “She was excited to go, though I was very skeptical about anything free. She went, came back and all was good. Until she was asked to go to New York. I was very worried, but she went again. This time prostitution was brought up when the person who took her said he was broke and had no money to get them back to Canada, though Jessie did not want anything to do with it. Somehow she was convinced to go to Las Vegas, even after what happened the night before.”

On May 13, 2005, Jessie arrived in Las Vegas. It was exactly two weeks before her 21st birthday.

“She wanted to stay to celebrate there,” Grant said. “Time kept going by and the excuses kept coming. There was a car accident and now insurance stuff to do. She met Peter Todd and was falling for him. She moved in with Peter Todd, then got engaged to him. During this time, she was beaten, her jaw was broken, she was hospitalized, forced to work at an escort agency and arrested for prostitution in Las Vegas.”

Grant says Jessie came home at Christmastime but was somehow forced to leave at 2 p.m. on Christmas day to go back. The family kept in touch for a few months, then all contact with her stopped.

“She was planning on a visit from her sister and then they were coming back to Canada together to go to their stepsister’s wedding reception in Calgary in April, 2006. They talked on March 28th, but Jessie was never heard from again.”

Jessie has been missing for 15 years. Grant still waits for her daughter's return, holding onto hope and encouraging others to never give up on their loved ones.

"I suppose what I have used to express gratitude is that I was able to have Jessie in my life constantly for 21 years, and another 15 missing," Grant said. "I would not have given up the 21 wonderful years in order to not endure the 15 painful ones. I encourage everyone to never give up on their loved ones. They may survive this horrific crime and if so, will need all the love and support they can get when they return. And never let the police tell you something is not true if you know or strongly suspect it is. They do not know your loved ones like you do."

Jessie's mother says she sees striking similarities between Harris, her daughter and the other escorts slain on Long Island.
"I think she looks quite a lot like Megan Waterman, the beautiful blonde hair," she says.
Grant says whether or not Heuermann killed her daughter, she is grateful to have the cold case back in the spotlight.

The difference with Jessie's case is that she didn’t disappear from an undisclosed location or after planning to meet with a client. Jessie went missing from the home she shared with Peter Todd in North Las Vegas. Todd claimed Jessie ‘’left him’’ on April 3, but March 28th was the last time her family spoke to her. All activity on her credit cards, bank account, or cell phone ceased on March 28th.

I do not exclude the possibilities that Todd had something to do to Jessie's disappearance, but it was also possible that Jessie did meet a bad John after Mar 28, Todd's claim she left him on Apr 3 was not necessary true

Kamloops resident Glendene Grant’s daughter was the victim of human trafficking and disappeared from Las Vegas in 2006, never to be heard from again.

Grant has been searching for clues of her daughter’s disappearance for over 17 years, and earlier this month the unsolved case was brought back into focus by several news outlets in the states.

“Almost two weeks ago I started getting calls from different media sources telling me about missing women cases possibly being connected to a serial killer,” Grant said.
