what is the motive in marking a student present when they are not? carelessness or intentional?

RIP Trevyan,
I've lived most of my life in Rochester, the more I read about this case, the more I realize the incompetence and corruption within that district has not subsided. The district was cited for falsifying attendance records in recent years, for obvious reasons, they get many millions of dollars in state and federal aid.

School 12 is in the gemeral area of a part of the city I lived in some years ago. I lived on Averill. Most of the businesses along South would have been closed that time of the morning, plus the neighborhood has struggled with store closures in recent times, so there would have been few people walking along there north of School 12.

Read this article and weep. Turns out he was not classified autistic, there were 5 staff members outside when the buses were dropping kids off, and a surveillance camera caught him walking away. Three teachers marked him as present, a special ed teacher marked him as absent. Rochester Police Department asked for the surveillance video, and the district initially balked, but later relented.

I don't get why the district balked at provided security camera footage.

I think just plain old laziness. It couldn't have been intentional, unless it was a murder and they were in on it. It is just alarming to me that THREE teachers marked this boy present that day. THREE. One would be bad enough, but three? That is just unbelievable! Not to mention, they tried to alter the attendance reports afterwards, instead of owning their mistakes?
