The Oklahoma Bureau of Investigation has confirmed they are investigating the murder of a toddler after the child’s remains were found on a property in Seminole.

The Seminole Police Department received a tip reporting a possible child death just before 11 p.m. Tuesday.

After a securing a search warrant early this morning, officers discovered the burned remains of a toddler at 148 Old Highway 99 South in Seminole.

OSBI officials say the investigation led detectives to a crime scene at 1322 Timmons in Seminole, the home of 32-year-old Chad H. Jennings and 31-year-old Katherine L. Penner.

Jennings and Penner both sit in the Seminole County Jail on several complaints as of 5:13 a.m. Wednesday.

 
EMINOLE, Okla. (July 27, 2022) – The Seminole Police Department is investigating the murder of a toddler. The police department received a tip reporting a possible child death just before 11 p.m. last night. After a securing a search warrant early this morning, officers discovered the burned remains of a toddler at 148 Old Highway 99 South in Seminole.

The investigation led detectives to a crime scene at 1322 Timmons, in Seminole. That is the home of Chad Jennings (8/28/1989) and his girlfriend Katherine Penner (2/8/1991).

With the assistance of the Seminole County Sheriff’s Office, District 22 Drugs and Violent Crimes Task Force, Jennings and Penner were arrested and booked into the Seminole County Jail at 5:13 this morning.

Jennings is facing charges of:

  • First Degree Murder
  • Child Abuse by Injury
  • Conspiracy
Penner is facing charges of:

  • Accessory to Murder
  • Child Abuse by Injury
  • Desecration of a Human Corpse
The Seminole Police Department requested assistance from the Oklahoma State Bureau of Investigation (OSBI) with processing both crime scenes. The Medical Examiner’s Office is on scene and assisting with determining the cause of death and the identity of the toddler. The ATF is also assisting with the ongoing investigation.

SEMINOLE, Okla. —
New details are available on the murder of a 3-year-old boy in Seminole whose burned body was found Wednesday.

The boy’s name is Caleb Jennings. He was living with his father and his father’s girlfriend at the time of his death.

Little Caleb’s first year and a half of life was spent with another family through the foster care system. The family is devastated.

A deacon at the church the foster family attends said they had tried to stay in contact with Caleb’s family after they regained custody. Two of Caleb’s siblings still live with the foster family.

“Just a spirit about him that was just lively and fun and energetic and no cares. He was just a fun kid,” said Rodney Trogin, deacon of Bowlegs First Baptist Church.

Caleb’s former foster family telling their church family, “They would've taken him back in a heartbeat, that they pleaded not to let him go, and they just, they just loved him,” Troglin said.

Now, they look to comfort that family.

“She just went to pieces and went around my neck and said, 'They killed my baby,’” Troglin said.

Now, the probable cause affidavit shows that tip came from a family friend who had recently talked to Jennings.

According to that tipster, Jennings told him he had committed an ‘unforgivable act’. When the man asked Jennings about his son, Caleb’s welfare, Jennings said Caleb was not ok. He explained that he had ‘whooped’ Caleb and the child went limp.

The affidavit says Jennings told the man that he and Penner attempted CPR for approximately two hours, but the toddler was ‘gone’. He also allegedly said they ‘cremated’ the body.

Following that tip, investigators secured search and arrest warrants for the couple and property their family owned.

During the search warrant, officers discovered the child’s burned remains on the property near Bowlegs.

When officers interviewed Penner, she initially said the child was with his former foster family. After that was proven to be false, Penner said she was in the kitchen while Jennings was ‘disciplining’ the 3-year-old in the master bedroom.

She told investigators that eventually, Jennings came out the bedroom yelling that Caleb was not breathing. When she went into the bedroom, she found the unresponsive toddler with multiple bruises and Jennings attempting CPR.
 
Chad Jennings and Katherine Penner are behind bars and face several charges, including first-degree murder and desecration of a human corpse.

A judge read those charges, stating that between Oct. 1, 2020 and July 15, 2022, the couple abused Caleb. The judge then alleged that between June 27 and July 15, 2022, Jennings murdered his son.

The father “whooped” his 3-year-old son until the boy’s body went limp, KOKH reported, citing court filings. He is accused of wrapping Caleb in a blanket and concealing his body in a bedroom closet for two days.

Police said the family friend told authorities Jennings and his girlfriend, Katherine Penner, “cremated” the body, according to KFOR.

It was two weeks later when Caleb’s body was discovered burned at Penner’s family property, KXII reported.

“There was this one evil, evil man that took his life, but surrounding him were 10, 20, 30, 100 people that loved him unconditionally,” Bowlegs First Baptist Church Deacon Rodney Troglin told KFOR. “We will always remember Caleb as someone who lit up the room when he came in. He was absolutely a beautiful child, always smiling.”

Court records show Jennings received a life sentence without parole Friday, Feb. 2.
