Oklahoma man, woman on run after 3 children found in critical condition, 1 dead, 1 missing

The Altus Police Department and the St. Louis Police Department's U.S. Marshals Service Task Force are asking for the public's help in finding a man and a woman who are being sought for child neglect after three of their children were found in critical condition, one was found dead and a fifth is missing.

On June 10, a failure to appear warrant was issued for 27-year-old Hakin Mustafa Moore and 29-year-old Robin Alexander in Jackson County, Oklahoma, in connection with three counts of child abuse, one count of child neglect and one count of enabling child neglect, according to St. Louis police officials. The Altus Police Department received information that Moore and Alexander had fled to St. Louis in an attempt to evade capture.

Moore and Alexander have five children in common, according to police. Three of the children are in Oklahoma state custody after they were found in critical condition.

The fourth child was found dead, and the fifth child has not been found, police said. The fifth child was born in a hotel room and "is currently undocumented," according to officials.

Police said they do not have pictures of or information about the missing child.

The St. Louis Metropolitan Police Department released pictures of Moore and Alexander, but the pictures are at least five years old. On June 11, the Jackson County Sheriff's Office posted to Facebook more recent mugshots.

Anyone with information about the investigation is asked to call 911, the Altus Police Department at 580-482-4121 or the St. Louis Metropolitan Police Department's Crime Stoppers line at 866-371-8477.

The Altus Police Department in Altus, OK, and the St. Louis Metropolitan Police Department's US Marshals Task Force are asking for the public’s assistance in locating two fugitives, Hakim Mustafa Moore, a 27-year old black male, and Robin Alexander, a 29-year old black female. While photos are attached, be advised that the subjects may have changed their appearance as these photos are at least 5-years old.

On June 10, 2019, a “Failure to Appear” warrant was issued in Jackson County Oklahoma for Hakim Mustafa Moore and Robin Alexander relative to three counts of Child Abuse, one count of Child Neglect, and one count of Enabling Child Neglect. During the investigation, the Altus Police Department received information that both subjects had fled to St. Louis, Missouri trying to evade capture.

According to the St. Louis Metropolitan Police Department, the couple share five children together, three of whom are currently in the custody of Oklahoma state. They were listed in critical condition as of Tuesday.

Police say they found a fourth child deceased and are still searching for a fifth child that was reportedly born in a hotel room.

The Altus Police Department contacted the St. Louis Metropolitan Police Department after receiving information that the couple fled to Missouri to evade authorities.

Both agencies are working with the U.S. Marshals Task Force to locate Moore and Alexander. It was not immediately clear when the children were found by authorities.

The suspects were facing three counts of child abuse, one count of child neglect and one count of enabling child neglect at the time they fled.

St. Louis police said the three who were found alive in Oklahoma are in the custody of the state, but authorities have not released information about when they were discovered or the circumstances of their discovery.

The couple also has a fifth child who was born in a hotel room and has not been located, St. Louis police said. They did not say where the hotel is or when the child was born.

St. Louis police deferred questions to Altus police, where a department spokesman wasn't available for comment Wednesday. The town is located in southwest Oklahoma near the Texas border.

Where are they from and where might they have family?

So far, they've not released any details about when or where the children were found but I did see one report that they were hospitalized.

I haven't been able to find any SM and I can't seem to find HM's charges on OSCN. I have no idea why. I did find RA's though.

They both appear to be from St Louis. I haven't not back tracked to find their connection to Altus, Oklahoma.
Last address history I have on both of them from court documents in Missouri is 3219 Oregon Ave. St Louis. He has an address that shows up on Texas Avenue in St Louis. They apparently have a good head start on authorities so these two could be anywhere by now. Hopefully they left the one child with someone and if not hopefully they have the one child with them.

His charges may be going to a Grand Jury (which would explain the delay)... Maybe, they are seeking Capital Murder charges?? Surviving kids may have witnessed something and were able to tell??
I think all Capital cases go before a Grand Jury. Some states/counties go through a Grand Jury for all homicide related charges. But, who knows, maybe they just do not know what to charge him all with at the moment.
