I don't know. I assume it's a catch-all identification
number for all records that the National Personnel
Records Center (NPRC) holds on a particular individual,
e.g. such as this individual;

The relative contacted the NCIS, which particular
(helpful?) NCIS agent is not stated in the posts.
I wonder if the NCIS might be helpful to you in
some way, for instance in the Camp Pendelton
unidentified person UP62407 I mentioned above,
they might prod the case manager (San Diego
County Mediacal Examiner's Office);
The National Missing and Unidentified Persons System (NamUs)
to advance in the queue any test for DNA of any
remains they may hold in that case (and perhaps
might arrange for Federal funding to expedite that).
Strictly speaking, I would have thought NCIS would
still retain a responsibility for or at least an interest
in any Navy or Marine Service Member who went
missing whilst still serving, such as Stephen Murphy.
