PALMERTON, CARBON CO, (WOLF) — State Police in Lehighton are investigating the case of a missing teen, 15-year-old Alexis Gibb.

Gibb also went missing earlier this year, on Jan. 29, and was located shortly after on Feb. 2.

She was last seen on Monday, March 6, around 4 PM.

Troopers say she was wearing a black Nike jacket, a black shirt, gray sweatpants, and carrying a blue Palmerton Area backpack.

Alexis Gibb is described as 5'6", 85 lbs, with brown hair and brown eyes.

Anyone with information on her whereabouts is encouraged to call 911.

That is possible. I'm not sure how BOLO's work for stolen plates and if they cross reference vehicle descriptions.

License plate readers can be defeated with a plastic covering or a spray-on coating, or it can just be worn out. BTW, PA does not care how weathered or beaten-up your plate looks in back, just has to be there during inspection or when the PSP or local LE pulls you over.
The PA Turnpike has been 100% ETC since the pandemic began, either E-ZPass or plate-by-mail. There are no toll collectors anymore. However, the turnpike has not been entirely successful in reading license plates. There have been many news articles about this, here is one from last year:

“Basically, when it comes to revenue there’s always a percent of people, travelers on the Pennsylvania Turnpike who don’t pay. Who receive invoices, but may not pay,” said Carl DeFebo, a spokesperson for the Pennsylvania Turnpike Commission.

Currently, about 86 percent of toll rides are by E-Z Pass users.

“With EZ-Pass, you have a prepaid account,” DeFebo said. “They prepay and we know they are going to pay. So, we are really only talking about 14 percent of people who receive invoices in the mail, it’s a program called toll by plate.”

For individuals using the toll-by-plate program, an image is captures of their license, and an invoice gets sent to the owner’s address.

“There are a small percentage of those folks who receive bills but ignore them,” DeFebo said.

In some cases, a license plate could be obstructed or missing, there could be a system issue, or a customer might choose not to pay.
