Burlap may have been used for hiding but that doesn’t mean it wasn’t used for other purposes too. The only thing we know of himself is the belt. It’s possible that it was used as a means of restraint, but it’s equally possible it was a makeshift strap to carry.
If the earlier victims were related then its also possible that his ability to hide them reduced with age.
Early on, the media let it slip out that one of the victims ( Melissa in my opinion ) was found with a ligature still around her neck. They quickly retracted the story, probably because LE asked them to, but I'm positive that ligature was the belt. I don't believe that belt belonged to him, though. I believe it belonged to one of his victims. It may have even belonged to Melissa, since she offered BDSM services. No one puts there initials on a belt, strangles someone with it, and then leaves it on the body. Unless, of course, it was just another way to degrade the victim or it simply didn't matter if he left it because there was nothing to tie it to him in the first place. LISK makes some careless mistakes when he drinks ( calling mothers, tormenting little sisters, etc. ), but I don't believe he would allow himself to be sloppy drunk on a kill and just forget to remove evidence that could lead back to him.
All just my opinion, of course. Gut feelings about a guy I've spent far too much time with over the years.
