I'm not a verified expert so IMO. I supervised the jail gang unit for a large jail in Texas.

713 is the area code. It doesn't mean anything if you look at letters of the alphabet. 7 is the G and 13 is the M. Or 7 is the G, 1 is the A and 3 is C. None of those equate to known listed gangs.

He's Tango blast which is one of the largest growing gangs/cliques in the state. They out number most other gangs and don't meet the states definition of gang.

I think the mom is throwing him under the bus to cover her own butt, especially since she changed her story.
