Such a sad sad case.
She was so far away, living this dream she'd had for so long and taking her first steps into independent adulthood. The family had known of this friendship and interacted with him as well for eight years. Friends and relatives each had only had glimpses of the true situation under the happy social media story and reassuring messages.
Even then, I suspect she glossed over a lot. His control issues aside, Admitting to everyone that your parents, who had blocked this dream for years - too young and inexperienced, it's too far away, didn't really know him - had been 100% correct is simply embarrassing, especially at 19.
The family and neighbour will forever torture themselves for not intervening or calling the police earlier. People like to think they would immediately do XYZ in such a situation because, I think, the idea you might miss the signs and fail to act is terrifying.
With this, short of a full DV exit plan, his arrest or a physical escort by family/friends to get her to the airport, I feel like her family insisting she left earlier would only have triggered him sooner. This wasn't short term relationship in their eyes, it was the culmination of years of long distance intimacy, he had decided she wasn't allowed to leave long before she wanted to imo.
Hats off to those officers who wasted no time in going through that door. Zero recorded domestic history between them and only a third party concern from another country is enough to justify forced entry, when he wouldn't come to the door - but not by much. They could have faffed around asking neighbours, trying to engage with Jack or called sergeants, waited for backup etc. Would have been entirely reasonable considering the info and history they had available.
Yet they kicked the door less than a minute after arriving. They must have had a gut feeling It's just a terrible shame it was too late.
