"Two hospitals declare Major Incidents

A spokesperson for Alder Hey Children's Hospital said: 'Following an incident on the M53, we have called a major incident. Our Emergency Department is currently extremely busy and we would also ask parents to only bring their children to the Department if it is urgent.'
A major incident has also been declared at Arrowe Park Hospital, Wirral.

Dash cam appeal
We are continuing to appeal for witnesses and dash-cam footage following a fatal road traffic collision on the M53 in Wirral this morning, Friday 29th September.

Just after 8am we received a report that a bus had struck a reservation around Junction 5 and overturned.

A 14-year-old girl and the bus driver sadly died following the collision. Their families are being supported by specially trained officers.

Post mortems will be carried out next week to establish the cause of death.

In total 58 people were involved in the incident.

That included two fatalities, two who were taken directly to Alder Hey and two taken to Arrowe Park from the scene.

That includes 14 year-old boy who has suffered life changing injuries and remains in hospital.

A total of 52 attended the emergency services training centre, 39 were discharged with no need for further treatment and 13 were treated for minor injuries and released.

Junctions 3-5 of the M53 remain closed in both directions and will continue to remain closed for a considerable time while investigations continue and motorists are advised to avoid the area and seek alternative routes.

The Birkenhead Tunnel will not close as scheduled at 9pm tonight (Friday) and will remain open while the M53 is closed.

Local Policing Superintendent Sabi Kaur said: "This was a truly horrific incident and the impact on this will have been felt far and wide not only in Wirral but across Merseyside.

"Our thoughts are very much with the family and friends of the girl and the bus driver as well as with those who have been impacted by this incident and we will do everything we can to support them in the coming days and weeks.

"We would ask anyone who witnessed the collision or believes they have captured something significant to contact us as a matter of urgency.

"We would also ask the public to avoid speculating on the incident or posting information or images which could be distressing for the families and those involved."

Anyone with information about the collision is asked to call the Matrix Serious Collision Investigation Unit on (0151) 777 5747 or SCIU@merseyside.police.uk or contact Merseyside Police Contact Centre on Twitter or Merseyside Police Contact Centre on Facebook quoting reference 23000944471.

An Ellesmere Port food charity has paid tribute to one of its members of staff,

Dad-of-two Stephen Shrimpton, aged 40, died after it was reported that a bus had struck a reservation near Junction 5 and overturned.

Stephen grew up in the Chester area.

An online fundraiser set up by sister-in-law Emily Church to help pay for Stephen's funeral costs has seen donations swell past £11,000.

The Port Grocery Community Interest Company said:
"It is with enormous sadness that we The Port Grocery wish to pass their deepest sympathy to Steve's wife and all family of Stephen Shrimpton, affectionately known as 'Shrimpy' by his friends at the grocery.
"'Shrimpy' started as a volunteer and because of his commitment and care for his community led to him becoming a full-time member of staff.
"His proudest moment was during the pandemic, when he set off on his evening food collections on behalf of the TPG, helping to keep over 700 people fed during those unprecedented times.

"Steve was a character with compassion and willingness to help and support strangers and would talk for England. He will be sadly missed and it is a honour to have him as part of our family team.

"Goodnight god bless...fly high big man xx"

It seems strange that the family are able to say he suffered a medical emergency before the results of a post mortem.
Maybe the children saw him collapse at the wheel or he was in cardiac arrest when police/ambulance arrived on scene? I'm sure the full details will be released in time

It seems strange that the family are able to say he suffered a medical emergency before the results of a post mortem.

Perhaps they saw him suffer a medical emergency as a result of the crash. The articles don't say he died on impact. He may have still been alive when EMT arrived and/or when he got to the hospital. Or he could have had a seizure the children witnessed before the crash or he could have passed out and the kids told the family or police who relayed the message. We don't know.

At an inquest opening today, coroner André Rebello said the coach had been travelling northwards when it collided with the embankment and ended up on its side.

'Given the extent of the collision it's miraculous there were not more fatalities,' he said.

He said CTTV footage from inside the bus, he said, showed Mr Shrimpton had suffered 'an event' at the wheel at he was seen to 'slump to his left side' before the bus the left the carriageway.

Mr Rebello said the 'likely' cause of Jessica's death was a head injury while medical examinations were focused on the Mr Shrimpton's heart.

He said the precise cause of Jessica's death will be determined by crash investigators but it appeared she was 'partially ejected' from the vehicle which then landed on her causing 'catastrophic and instantaneous' head injuries.

Jessica and Mr Shrimpton, both born in Chester, were both pronounced dead at the scene.

Seatbelts are required on school buses in the UK built from 2001 onward (their school buses are built more like motor coaches, though they only have 2 axles)

Coaches

Vehicles constructed or adapted to carry more than 16 seated passengers, in addition to the driver, which have a gross weight of more than 7.5 tonnes and a maximum speed exceeding 60mph.

Belts in vehicle first used:before 1/10/19881/10/1988 to 30/9/2001from 1/10/2001 (except vehicles designed for urban use with standing passengers)
DriverACD
Front passengersBCD
Rear passengers in exposed seats [footnote 1]BCD
Other rear passengersBBD

Key:

A - No belt required
B - No belt required unless passengers are children on an organised trip, in which case a forward facing seat with a minimum of a lap belt must be provided for each child carried
C - 2 point belt (lap) or 3 point belt (lap & diagonal) on forward facing seats
D - Inertia reel 3 point belt or retractable lap belt in all forward and rearward facing seats

Seat belt standards

In general, if a vehicle is required to have a seat belt, then all seat belts which are fitted must meet either the British or European Standards, or equivalents, set out in Regulation 47 of The Road Vehicles (Construction & Use) Regulations 1986. They must be correctly installed, in good working order and must display an approval mark - this will normally be an ‘e’ or ‘E’ followed by a number or a BS ‘kitemark’.

Seat belt anchorage standards

Anchorage detailsStandards
Coaches first used before 1/10/1988The anchorage points must be designed to hold the seat belts securely to the vehicle - Regulation 100 of The Road Vehicles (Construction & Use) Regulations 1986 (as amended). However, where they have been installed after 10/2/1997 in vehicles intended to take groups of 3 or more children on organised trips, or in other cases where they are installed after 1/10/2001, they must meet the requirements shown in the box immediately below
Coaches first used between 1/10/1988 and 30/9/2001The anchorages must comply with European Directives 76/115/EEC or 81/575/EEC or 82/318/EEC or 90/629/EEC or 96/38/EC or UNECE Regulations 14 or 14.01 or 14.02 or 14.03 or 14.04 or 14.05. Anchorages may only comply with item 6 in the table to Regulation 46 of The Road Vehicles (Construction & Use) Regulations 1986 (as amended) if they were installed before 1 October 2001
Coaches first used on or after 1/10/2001The anchorages must comply with European Directive 96/38/EC or UNECE Regulations 14.04 or 14.05.

Opening the investigation, Senior Coroner for Liverpool and Wirral Andre Rebello said he had written to Transport Secretary Mark Harper and Education Secretary Gillian Keegan over the issue of pupils not wearing seatbelts on coaches.

[...]

'This was a school commuter coach travelling on a motorway,' he wrote. 'It was constructed after 2001 and will have had seat belts fitted.

'Review of CCTV does not show the seatbelts were being used. This coach had secondary school children on board. Some of the pupils those below 14 years of age would be expected to wear seatbelts under driver supervision.

'The driver did not appear to be wearing a seat belt.'

This is so sad. Seatbelts probably wouldn't have saved the driver, as clearly he had a medical episode before the crash. However they would have almost certainly saved the life of the girl ejected from the coach :(

I wonder if the parents will seek compensation from the school for not ensuring seatbelts were worn

Ugh, I can’t believe schools don’t enforce the seatbelts more strictly. I assume the school hadn’t made it a big deal so the bus driver didn’t make the kids wear seatbelts. He wasn’t wearing one either though. So tragic and SO preventable. Please wear your seatbelts guys no matter what!!

ETA: I know the driver probably wouldn’t have been saved either way since he seems to have suffered a medical emergency, but I’m saying in general.
