Not much to go on, but Roxanne Sims? She went missing sometime in 1977 from Portland, Oregon: http://www.charleyproject.org/cases/s/sims_roxanne.html. She was 18 at the time, on the older end of the age range, but the fairly close proximity from where she vanished to where the remains were found means she should be at least considered as a possibility. Multnomah County, Oregon is only about 20 miles away from Clark County, Washington and Portland is approximately 50 miles from Fly Creek.

I just noticed that Roxanne Sims currently doesn't have an open thread despite being mentioned several. Can someone start one for her?
 
It looks like nearly all missing women from the Northwest around the timeframe and age range have been considered here and many have been ruled out. I tried expanding my search to runaways from the time who could have been in the area. I found two potentials:

She is older (was 20 when she went missing) but appears to have a good resemblance and possibly a strong neck. She went missing from a juvenile shelter in Oklahoma City in in 1977. She had a history of drug use and petty crime. She is reported as missing from Florida. She apparently ran away to Cincinnati and visited a cousin before heading to California (per Doe Network). Her hair appears to be dyed blonde in some photos. Both of these missing women may have had small tattoos. This could also fit as only some of Fly Creek Jane Doe's remains were found (although I cannot tell if she was dismembered or if some portions were not recovered due to animal activity).

Only partial skeletal remains were recovered and it was estimated that she died a couple of years before she was found. If she had any identifying marks like scars or tattoos they likely wouldn't have been able to tell.

That makes sense. I was thinking if she was dismembered the reason could have been to remove an identifying mark in case she was found sooner. However, I don't actually know if she was dismembered or if her remains were disturbed by animal activity.
