A Johnson County, Kansas woman is facing an involuntary manslaughter charge in the death of a child inside a burning Shawnee home earlier this month.
Police arrested Karlie Phelps Friday afternoon.

Seems she has traffic violations and other violations. Seems that the current charge is in Division 18.
IMHO, addiction is a terrible disease & may be part of the story here.
